Page 1 of 2 <br /> <br />AGENDA ITEM – 1A <br /> <br />MEMORANDUM <br /> DATE: September 21, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator FROM: Julie Hanson, City Clerk <br /> <br />SUBJECT: Absentee Ballot Returns <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br />For Council Consideration <br />The Council may consider providing feedback on City staff accepting absentee ballots at City Hall for <br />any designated length of time during the Absentee and/or Early Voting period. Ramsey County <br />Elections (RCE) had asked the contract cities if they would want to offer this service at their City <br />Halls. As of the writing of this memo, no contract cities have expressed an interest in providing the <br />service most likely, per RCE, due to limited accessible City Hall hours and the fact that there are <br />several drop off locations being offered (referenced below). <br /> <br />Background <br />RCE has established a process for accepting mailed absentee ballots in person for voters that do not <br />want to utilize the mail to return their ballot but would rather drop it off in person. The process for <br />accepting mailed ballots does not involve drop-boxes but rather established, specific ballot return <br />locations for security purposes. Every ballot that is dropped off in person needs to be reviewed for <br />proper completion by an on-site staff person to ensure the envelope was completed correctly and will <br />not be rejected. <br /> <br />The following ballot return locations have been established by RCE and are open to all Ramsey <br />County voters that wish to drop off their mailed ballot in person: <br />• Open 9/18/20 through 11/2/2020: <br />o Ramsey County Service Centers: <br /> Roseville Library <br /> Maplewood Library <br /> Shoreview Library <br /> Plato Building, Saint Paul <br /> RC East Building, Downtown Saint Paul <br />o St. Paul Career Labs: <br /> Sun Ray Library, Saint Paul <br /> Rice St. Library, Saint Paul <br /> Rondo Library, Saint Paul <br /> Dayton’s Bluff, Saint Paul <br />o New Brighton Community Center & Library
