Page 2 of 2 <br /> <br /> <br /> <br /> <br />Should a contract city, such as Arden Hills, wish to accept mailed ballots in person at City Hall for any <br />period of time between now and November 2, Ramsey County Elections would require the following <br />from City staff: <br /> <br />• If we were to accept ballots at City Hall, all Ramsey County residents have the option to return <br />their ballots here <br />• City staff must review the ballot envelope for completion (instructions for this would be <br />provided by RCE). If there are issues that cannot be resolved, staff would direct the voter to <br />RCE for further assistance <br />• City staff must have voters complete a log if an agent delivery (meaning the envelope is <br />dropped off by someone on the voter’s behalf, and instructions for this would be provided by <br />RCE). If there are issues that cannot be resolved, staff would direct the voter to RCE for further <br />assistance <br />• City staff must deliver ballots to the Ramsey County Elections Office on Plato Blvd. according <br />to the following schedule in a secure box: <br />o Ballots must be delivered to RCE twice a week now through Friday, October 16 <br />o Ballots must be delivered to RCE everyday starting Monday, October 19 <br /> <br />Because ballot drop-offs must be given directly to City staff for review, followed by twice weekly, <br />then every day secure transport by staff, there will be no outdoor/indoor drop-box or unobserved drop <br />offs allowed. Individuals cannot simply put their ballot in our City Hall drop box (mounted on the <br />wall in the entrance leading to the building) nor can they be placed in the plastic bins we are currently <br />using for large plans and permit drop offs. They must be handed directly to staff and processed as <br />indicated above. <br /> <br />Discussion <br />City Hall is currently closed to the public, but should the Council wish to offer the drop off option, <br />ballots could be received by appointment only. The Council may decide if they wish to offer this <br />option for the duration of Absentee/Early voting, a portion thereof, or not at all. <br /> <br />Lastly, it is important to note that per state law, mailed ballots can only be accepted by drop off <br />through the end of the business day on November 2 (or until 3:00 pm on November 3 if dropped off at <br />Ramsey County Elections Office in St. Paul).
