A summary of the characteristics of County Road E and Old <br />Snelling Avenue at the intersection of study follows: <br /> <br />County Road E at the intersection of study: <br />ƒ East-west Alignment <br />ƒ West approach <br />o 30 mph speed limit <br />o 1 exclusive left-turn lane <br />o 1 shared thru/right-turn lane <br />o Existing ADT of 5,100 vehicles per day (vpd) <br />ƒ East approach <br />o 35 mph speed limit <br />o 1 exclusive left-turn lane <br />o 1 thru lane <br />o 1 exclusive right-turn lane <br />o Existing ADT of 10,500 vpd <br /> <br />Old Snelling Avenue at the intersection of study: <br />ƒ North-south Alignment <br />ƒ North approach <br />o 45 mph speed limit <br />o 1 exclusive left-turn lane <br />o 1 shared thru/right-turn lane <br />o Existing ADT of 6,700 vpd <br />ƒ South approach <br />o 40 mph speed limit <br />o 1 exclusive left-turn lane <br />o 1 shared thru/right-turn lane <br />o Existing ADT of 1,700 vpd <br /> <br />The existing intersection geometry is depicted in Figure 2. <br /> <br />Traffic turning movement counts at the intersection of County Road E and Old Snelling <br />Avenue were collected on February 7, 2018. The results of these traffic counts are <br />provided in Appendix A. Existing Average Daily Traffic (ADT) volumes are from <br />Minnesota Department of Transportation (MnDOT) traffic volume map years 2013, 2014, <br />and 2016, and are included in Figure 2. <br /> <br />A summary of the 3-year (January 2013- December 2015) crash history at the intersection <br />of County Road E and Old Snelling Avenue is provided in Table 1. MnDOT’s Crash <br />Mapping Analysis Tool (MnCMAT) database indicates there have been 9 crashes at the <br />intersection between January 2013 and December 2015. Existing crash patterns show <br />that the intersection experiences an extremely high rate of 0.68 crashes per million
