Text in italics denotes guidance from <br />the MnMUTCD, and regular text denotes discussion on whether conditions meet the <br />guidance. Using the provided count data, all-way stop warrants were analyzed. <br /> <br />x A multi-way stop application can be used as an interim measure while <br />arrangements can be made to install a traffic signal – A traffic signal is not <br />warranted at this intersection. <br />x Five or more reported crashes in a 12-month period that are susceptible to <br />correction by a multi-way stop installation - Only two correctable crashes <br />occurred within a 12-month period within the past 5 years at this intersection. <br />x Minimum volumes – 3 of the required 8 hours were met, See Appendix D for <br />volume analysis. <br />x Where no single criterion is satisfied, but where the preceding criteria are all <br />satisfied to 80% of the minimum values. – 7 of the required 8 hours were met, <br />See Appendix D for the 80% minimum value analysis. (the eighth hour was <br />three vehicles short of being met) <br />x The need to control left-turn conflicts – Southbound left-turn conflicts need to be <br />controlled due to high turning movements volumes. <br />x The need to control vehicle/pedestrian conflicts near locations that generate high <br />pedestrian volumes – The intersection does not currently experience a high level <br />of pedestrian and bicycle traffic that would require installation of a multi-way stop <br />to provide adequate operations, however trail improvements are planned as part <br />of this project. <br /> <br />1 MnDOT 2015 TEM states: Current MnDOT policy is that, in general, warrant 7 is not applicable to an <br />intersection that is already signalized.
