COUNTY ROAD E & OLD SNELLING AVENUE ICE PAGE 10
WSB PROJECT NO. 011498-000
CITY OF ARDEN HILLS
x Locations where a road user, after stopping, cannot see conflicting traffic and is
not able to negotiate the intersection unless conflicting cross traffic is also
required to stop – Sightlines are currently visible.
x An intersection of two residential neighborhood collector (through) streets of
similar design and operating characteristics where multi-way stop control would
improve operational characteristics of the intersection – County Road E and Old
Snelling Avenue are of similar design, and have similar functional classification,
and traffic currently operates with a multi-way stop.

Two warrants were met at the intersection of County Road E and Old Snelling Avenue
which does meet the guidance for an all-way stop according to the MnMUTCD.

Although no traffic warrants for roundabouts currently exist, the MnDOT Intersection
Control Evaluation Manual states that if a traffic signal or an all-way stop warrant is met,
a roundabout should also be considered as a warranted traffic control device. There are
all-way stop warrants that are currently met for this intersection, therefore a roundabout
is considered to be justified.
