<br /> <br /> <br />COUNTY ROAD E & OLD SNELLING AVENUE ICE PAGE 13 <br />WSB PROJECT NO. 011498-000 <br />CITY OF ARDEN HILLS <br />RODEL is a software program that predicts the traffic performance of roundabouts. The <br />capacity estimates are based on research completed at the British Transport and Road <br />Research Laboratory (TRRL) and use empirical equations originally published in 1980. <br />RODEL calculates the capacity of each roundabout entry as a function of the circulating <br />flow past that entry and six other geometric parameters. An important feature of RODEL <br />is the capability to vary the evaluation confidence level, which provides a factor of safety <br />that takes into account the variability of traffic predictions and flow characteristics. <br />RODEL, however, is not able to model the interaction of traffic in a system of intersections. <br /> <br />Existing Operations Analysis <br /> <br />The intersection of County Road E and Old Snelling Avenue is currently all-way stop <br />controlled. This configuration was simulated in Synchro/SimTraffic for both the AM and <br />PM peak hours using existing (2018) traffic volumes. The results of the existing condition <br />traffic operations analysis are summarized in Table 3. Detailed modeling results are <br />provided in Appendix E. <br />Table 3 – 2018 Existing Condition Operations Summary (SimTraffic) <br /> <br /> <br />The traffic operations analysis shows that the intersection currently operates at an <br />acceptable LOS A during the AM peak hour and LOS B during the PM peak hour. The <br />analysis results indicate there are no major queuing issues currently at the intersection. <br />However, based on field observation during peak hours, the intersection seems to <br />perform far poorer that what the analysis is indicating. In order to perform a sensitivity <br />analysis, data from the Bethel University Expansion Traffic Study will also be used for the <br />2018 and 2038 scenarios. <br /> <br />2018 No Build (Bethel Study volumes) Traffic Operations Analysis <br /> <br />The 2018 no build analysis was modeled using Synchro/SimTraffic software with the <br />Bethel Study’s projected 2018 traffic volumes. This scenario assumes existing lane <br />geometry, access, and traffic control. The results of the 2018 no build condition traffic <br />operations analysis are summarized in Table 4.
