COUNTY ROAD E & OLD SNELLING AVENUE ICE PAGE 14
WSB PROJECT NO. 011498-000
CITY OF ARDEN HILLS
Table 4 – 2018 (Bethel Study volumes) No Build Operations Summary (SimTraffic)

With the 2018 projected volumes, the intersection is expected to operate with an overall
B during the AM peak hour and an overall E during the PM peak hour. The intersection
was forecasted to fail during the PM peak hour under the no build condition.

2018 Roundabout Traffic Operations Analysis

The 2018 Roundabout analysis was modeled using RODEL software with projected 2018
traffic volumes as described in the “Traffic Forecasts” section. This scenario assumes
roundabout alternative lane geometry, access, and traffic control. The results of the 2018
roundabout condition traffic operations analysis are summarized in Table 5. Further
modeling results are provided in Appendix E.
Table 5 – 2018 (Study volumes) Roundabout Operations Summary (RODEL)

With the 2018 volumes and the proposed geometry, the intersection will operate with an
overall LOS A during the AM and PM peak hours. The roundabout alternative would be
designed to accommodate the Bethel University expansion and future growth in the area.

2038 No Build Traffic Operations Analysis

The 2038 no build analysis was modeled using Synchro/SimTraffic software with
projected 2038 traffic volumes as described in the “Traffic Forecasts” section. This
scenario assumes existing lane geometry, access, and traffic control. The results of the
2038 no build condition traffic operations analysis are summarized in Table 6. Further
modeling results are provided in Appendix E.
Left Through Right Left Through Right
NB 5 (A) 11 (B) 6 (A) 8 (A) 15 (C) 9 (A)
WB 9 (A) 15 (C) 9 (A) 12 (B) 21 (C) 12 (B)
SB 16 (C) 14 (B) 8 (A)74 (F)40 (E)33 (D)
EB 9 (A) 11 (B) 6 (A)43 (E)56 (F) 51 (F)
Intersection
ControlLocation Approach Intersection
Delay* (LOS)
Intersection
Delay* (LOS)
12 (B)
PM Peak
Movement Delay* (LOS)
41 (E)All-Way StopAM Peak
Movement Delay* (LOS)
Old Snelling Ave &
County Rd E
* Delay measured in seconds per vehicle
ControlLocation Approach
Approach
Delay* (LOS)
Intersection
Delay* (LOS)
Approach
Delay* (LOS)
Intersection
Delay* (LOS)
NB 5 (A) 5 (A)
WB 7 (A) 8 (A)
SB 8 (A) 8 (A)
EB 5 (A) 10 (B)
Intersection PM Peak HourAM Peak Hour
RoundaboutCR E & Old Snelling 7 (A) 8 (A)
