<br />Vern has a wealth of water infrastructure experience. He spent 25 years helping water utility clients plan, improve,
<br />develop, construct and operate municipal water systems, Prior to this, he spent 34 years with Saint Paul Water
<br />Utilities, engineering distribution water system operation, and administering all utility operating divisions.
<br />Having witnessed and contributed to ongoing evolution in water system design over the last half century, Verne brings
<br />unparalleled expertise in water system design and operations, effective energy utilization, water metering systems,
<br />water rates, and financing improvements. His work included major water system improvements for Mankato, Maple
<br />Grove, Eden Prairie, Loretto, Luverne, South Saint Paul, Saint Paul Regional Water, Roche ster Public Utilities, and
<br />the Stillwater Board of Water Commissioners.

<br />Vulnerability Assessments
<br />
<br />Verne has been completing VAs and RRAs for Minnesota communities for many years and is truly one of the leaders
<br />in the State. A partial list of the VAs he has completed in Minnesota include the cities of Stillwater, Minnetonka,
<br />Forest Lake, Columbus, Cottage Grove, Kenyon, Inver Grove Heights and White Bear Lake Township.

<br />Water Treatment Facilities
<br />
<br />Sibley Park Water Treatment Plant, Mankato, Minnesota. Project Manager: Provided preliminary design and
<br />design and construction services for their water system improvement project. The $25.0M project included the
<br />expansion of the Sibley Park Water Treatment Plant from 6 mgd to 1 2 mgd, two additional supply wells, a 3-million-
<br />gallon reservoir with booster station, and the rerouting of the Sibley Park access road to improve security at the
<br />treatment plant site. The treatment process modifications included the addition of two lime softening solids contact
<br />basins, membrane filtration to replace the existing filters, and reconstruction. The project improvements included
<br />stand-by generators, a chlorine scrubber, a new high service pump station, raw water collector and distribution mains,
<br />and site improvements that include additional parking space.

<br />West Water Treatment Plant Expansion, Coon Rapids, Minnesota. Project Engineers: The West Water
<br />Treatment Plant was expanded to provide treatment c apacity for two new wells. The plant capacity was increased to
<br />14.4 mgd. A total of eight wells, each with differing chemical requirements are tributary to the plant. Filtronics
<br />equipment is used to remove Iron and Manganese from the well water supply. Thi s project also included backwash
<br />reclaim, SCADA system, chemical addition, and instrumentation and controls improvements. The high service
<br />pumping capacity was also increased. The construction sequence was planned so that the existing treatment facilities
<br />could remain in service during the construction of the new facilities.

<br />New Pumps of Fridley and McCarrons Pump Stations, Saint Paul. Project Manager : Provided design and
<br />construction services for the purchase and installation of a 1,250hp pump at the Fridley River Station and a 1,000hp
<br />pump at the McCarrons Pump Station. The project also included replacement of the existing electrical switch gear at
<br />the Fridley Station. The purchase of the pumping units was unique, as we developed specifications and worked with
<br />the central purchasing agent to allow the purchase and payment for the pumps based on the efficiency.
