Page 1 of 2 <br /> <br />AGENDA ITEM – 1A <br /> <br />MEMORANDUM <br /> <br />DATE: October 19, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Todd Blomstrom, Public Works Director/City Engineer <br /> <br />SUBJECT: Rice Creek Watershed District, Ramsey County Ditch No. 4 <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $ 0 $266.52 Surface Water Mgmt Fund <br /> <br /> <br />Council Should Consider <br /> <br />City Council direction is requested regarding a request from the Rice Creek Watershed District for <br />concurrence regarding the proceedings for improvements to Ramsey County Ditch No. 4. <br /> <br />Background/Discussion <br /> <br />The City of Arden Hills received a letter from the Rice Creek Watershed District describing proposed <br />funding for improvements to Ramsey County Ditch No. 4 (RCD 4) as provided in Attachment A. <br />RCD 4 is a drainage system that is located within Roseville, Falcon Heights and Arden Hills as <br />shown on Attachment B. A majority of the drainage system consists of urban storm sewer, with the <br />exception of an open channel ditch extending from County Road C to Lake Johanna. <br />The segment of RCD4 between County Road C and Terrace Drive is in a state of disrepair and <br />cannot be corrected by annual routine maintenance. The Watershed District is preparing plans to <br />convert this section of open channel ditch to a piped storm sewer system. The proposed <br />improvements would address bank failures, erosion and sediment being transported downstream into <br />Oasis Pond, Little Johanna Lake, and Lake Johanna. <br />The Rice Creek Watershed District is requesting concurrence from the City of Arden Hills to conduct <br />the necessary proceedings for the project in accordance with Watershed Law (Minnesota Statutes <br />103D) rather than the Drainage Code (Minnesota Statutes 103E). Kyle Axtell, Project Manager for <br />Rice Creek Watershed District, will attend the City Council Work Session on October 19, 2020, to <br />explain the purpose and need for the City’s concurrence related to the proposed project proceedings.
