Page 1 of 2 <br />DATE:October 12, 2020 <br />TO:Honorable Mayor and City Councilmembers <br />David Perrault, City Administrator <br />FROM:David Swearingen, Assistant City Engineer, Engineer in Training <br />Todd Blomstrom, Public Works Director/City Engineer <br />SUBJECT:Professional Services for Pavement Condition Data Collection <br />Budgeted Amount: Actual Amount: Funding Source: <br />$0 $20,114.00 Street Maintenance <br />Council Should Consider <br />The City Council is requested to consider approval of professional services with Infrastructure <br />Management Services (IMS) for gathering pavement condition data in the amount of $20,114.00. <br />Background/Discussion <br />Pavement condition ratings are one of the main tools used for planning future street <br />improvements and determining the best method for maintaining streets, such as seal coating, <br />resurfacing or reconstruction. Pavement condition surveys have traditionally been conducted <br />every three years and were last performed in 2017. <br />In the past, ratings were established by field staff visually evaluating pavement surface <br />conditions at selected sample locations and applying standard practices for identifying a <br />pavement condition index between 1 and 100. This approach can be subjective and inconsistent <br />due to variations between individuals performing the evaluation and the selected observation <br />locations. Staff has previously noted concerns with the consistency and accuracy of existing <br />pavement condition ratings. <br />In an effort to improve the data collection process, staff has solicited a proposal from IMS to <br />collect pavement condition ratings through automated vehicle mounted equipment using a laser- <br />camera array that eliminates subjectivity of the data collection process. Pavement data can be <br />easily transferred to the City’s ICON software which is used to store and evaluate the historical <br />data of Arden Hills’ street system. The automated process by IMS will also improve safety by <br />minimizing the time personnel are working on the streets collecting the necessary measurements <br />needed through visual evaluation. <br />CONSENT ITEM – 6D <br />MEMORANDUM
