Staff recommends authorizing the proposed professional services with IMS as outlined in the
proposal and quotation provided in Attachment A. IMS anticipates that the data collection
process would be completed by the end of November.
Budget Impact
The 2020 operating budget for Public Works street maintenance does not include a specific line
item for pavement condition data collection. The street maintenance portion of the operating
budget is anticipated to be under budget for 2020 with available capacity to cover the proposed
fee of $20,114. The previous round of pavement data collection in 2017 was completed by a
combination of an engineering consultant and public works staff at an estimated cost of
approximately $11,000, not including internal staff time and equipment expenses. While the
proposed automated process has a moderate increase in cost, staff believes the data will be more
consistent and reliable. This will provide the Council and staff with better data to make
informed decisions regarding future street improvements.
Attachments
Attachment A: Proposal and Quotation from IMS
