Waste Container <br />Page 1 of 3 <br />MEMORANDUM <br /> <br />DATE: October 26, 2020 <br /> <br />TO: Honorable Mayor and City Council Members <br /> Dave Perrault, City Administrator <br /> <br />FROM: Joe Hartmann, Associate Planner <br /> <br />SUBJECT: Planning Case # 20-019 <br /> Applicant: City of Arden Hills <br /> Request: City Code Amendment – Chapter 6 –Nuisance Ordinance Definition for <br />Placement of Garbage, Refuse, and Recycling Containers <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br /> <br />Council Should Consider the Following: <br /> <br />Motion to approve Planning Case 20-019 for a Nuisance Code Amendment to Chapter 6 based on <br />the findings of fact and the October 26, 2020 Report to the City Council. <br /> <br />Background/Summary <br /> <br />Staff received complaints regarding the placement of waste containers within the street. Upon <br />investigation of the complaints, staff determined that containers were encroaching into the travel <br />portion of the roadway. After consultation with the City Council at the September 21, 2020 work <br />session, staff has provided draft language for a proposed amendment to City Code Section 660.05 <br />Subd 8 on the placement of waste containers. <br /> <br />Plan Evaluation <br /> <br />City code addresses waste container storage. City Code Section 660.05, Subd. 8 states that, <br />“Refuse and recycling containers from single-family dwellings shall be placed at their assigned <br />collection location the night before, or the day of collection. Containers shall be removed no more <br />than twelve (12) hours after the scheduled collection day.” Yet, this code section does not address <br />the location in which the containers may be placed on trash day, only the duration in which they <br />can be left outside of their assigned collection location. <br /> <br /> <br />
