Page 1 of 2 <br /> <br />CONSENT ITEM – 6D <br /> <br />MEMORANDUM <br /> DATE: November 23, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Todd Blomstrom, Public Works Director/City Engineer <br /> <br />SUBJECT: Cooperative and Maintenance Agreement for Lexington Avenue Improvements <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $1,010,000.00 $1,010,000.00 PIR, State Bond, Assessments (Prop. 2021-2025 CIP) <br /> <br /> <br />Council Should Consider <br /> <br />The City Council is requested to consider approval of a Cooperative and Maintenance Agreement <br />with Ramsey County for reconstruction of County State Aid Highway 51 (Lexington Avenue) <br />between County Road E and Interstate Highway 694. <br /> <br />Background/Discussion <br /> <br />The City Council recently reviewed a proposed Cooperative and Maintenance Agreement for <br />Lexington Avenue Improvements at the work session on November 16, 2020. The project consists <br />of reconstructing Lexington Avenue between County Road E and Interstate Highway 694, including <br />improvements to streets, sidewalks, traffic signals, water main, storm sewer and other infrastructure <br />located within the project corridor. <br />The Cooperative and Maintenance Agreement is intended to define engineering, contract <br />administration, construction cost participation, ownership and maintenance responsibilities for the <br />Lexington Avenue project. A copy of the proposed agreement is provided in Attachment B. The <br />estimated City cost share under the agreement is $732,783.60. <br />The Minnesota Public Facilities Authority (PFA) recently provided notice that the City received a <br />State Bonding Bill appropriation in the amount of $500,000 for water main improvements along <br />Lexington Avenue. The PFA has confirmed that no local matching requirements apply to this state <br />bonding appropriation.
