PUBW2020-12R <br />Page 1 of 5 <br />AGREEMENT FOR MAINTENANCE <br />OF TRAFFIC CONTROL SIGNALS AND EVP SYSTEM <br />AGREEMENT NO. PUBW2020-12R <br />THIS AGREEMENT is, between the County of Ramsey, hereinafter referred to as the “County”, and <br />the City of Arden Hills, hereinafter referred to as “Arden Hills”, and the City of Shoreview, hereinafter <br />referred to as a “Shoreview”; <br />WITNESSETH: <br />WHEREAS, the County has determined that there is justification and it is in the public’s best interest <br />to construct a traffic control signals with street lights and install emergency vehicle pre-emption on <br />Lexington Avenue (County State Aid Highway No. 51) at Target Road; <br />WHEREAS, the Arden Hills and Shoreview requested and the County agrees to provide an <br />Emergency Vehicle Pre-emption System, hereinafter referred to as the “EVP System” as a part of said traffic <br />control signals with street lights in accordance with the terms and conditions hereinafter set forth; and <br />WHEREAS, the County will be responsible for construction of the traffic control signals with street <br />lights, signs, and emergency vehicle pre-emption at its costs and expense, and <br />WHEREAS, the County, Arden Hills and Shoreview will participate in the cost, maintenance and <br />operation of said traffic control signals with street lights, interconnect, signs and EVP system as hereinafter <br />set forth; and <br />NOW, THEREFORE, IT IS AGREED: <br />1.The County shall install or cause the installation of said traffic control signal with streetlights, signs, <br />interconnect and EVP system in accordance with the plans and specifications for State Aid Project <br />No. 062-651-061 as an element of the Reconstruction of County State Aid Highway 51 (Lexington <br />Avenue) between County State Aid Highway 15 (County Road E) and Interstate Highway 694. <br />2.The County intends to install or cause the installation of said traffic control signal system to <br />substantial completion by October 31, 2022. Should the County be unable to complete the <br />installation of said signal system at said time, the County will allow Arden Hills the ability to install <br />or cause the installation of a signal system given that the following conditions can be met to the <br />County’s satisfaction. <br />a)Access is managed along Lexington Ave from Red Fox Rd to Grey Fox Rd in a manner matching <br />the plans for State Aid Project No. 062-651-061 for the safe operations of said signal. <br />b)A western leg connection is constructed at Target Rd to commercial development to meet <br />warrants for installing a signal. <br />c)The plans and specifications for the signal is approved by the County Traffic Engineer. <br />3.Agreements PW2020-10R and PW2020-11R detail the cooperative construction cost responsibilities <br />of said traffic control signal.
