EXISTING CONDITIONS <br /> <br />2.1 Land Use <br />Properties located within Area 1 (Snelling Avenue North from County Road E to Highway <br />51) are within the R-1 Single Family Residential District based on the City’s Zoning Map. <br />Two types of properties border the proposed improvements consisting of single family <br />residential properties and two tax-exempt properties located at 3588 Ridgewood Road (City) <br />and 1357 Cummings Lane (State Trust). <br /> <br />Properties within Area 2 (Snelling Avenue N and County Road E Intersection) are located in <br />the R-1 Single Family Residential District, with one parcel in the northeast quadrant of the <br />intersection that is zoned within the NB-Neighborhood Business District, generally referred <br />to as the Lindey’s Steakhouse property. The second parcel at 1525 Lake Johanna Boulevard <br />is a R-1 single family residential home with frontage and driveway access within the <br />proposed construction limits of the potential intersection improvements as described below. <br /> <br />2.2 Streets <br />Street improvements considered within the study are organized into two potential <br />improvement areas as described below. <br /> <br />AREA 1 – Snelling Avenue North <br />Snelling Avenue North from County Road E to Trunk Highway 51 is an undivided roadway <br />that is approximately 4,300 feet long (0.81 mile) and lies within a 200 foot right-of-way. The <br />northerly 430 feet immediately south of County Road E is an urban section roadway with <br />curb and gutter, two through lanes, one northbound left turn lane and shoulders having an <br />approximate total street width of 44-feet. The remaining corridor is a rural road section <br />having 12 foot driving lanes in each direction and 8 foot paved shoulders, for a total width <br />of 40 feet. <br />Snelling Avenue North was previously a state highway, which was turned back t o the City <br />in the mid-1990s. Soil borings conducted in 2019 indicate fill material varying in depth from <br />1.5 feet to 11.5 feet and generally classified as clayey sand. Underlying the fill is glacial till <br />consisting of clayey sand and sandy lean clay. The top bituminous pavement thickness <br />ranges from 3-inches to 11-inches thick, with 6-inches to 24-inches of aggregate base above <br />a second lower layer of bituminous pavement along the southern portion of the corridor. A <br />copy of the geotechnical report and soil boring logs are provided in Appendix C. <br />Pavement conditions are highly deteriorated with a current Pavement Condition Rating of 15 <br />out of 100. A majority of the pavement is aging and exhibiting characteristics of distress, <br />such as potholes, rutting, and severe cracking throughout much of the corridor. The demand <br />for frequent pavement patching has become excessive and it is no longer cost effective to <br />maintain the existing pavement though preservation or resurfacing improvements.
