<br /> <br />Feasibility Report Page 3 <br />Snelling Avenue North and County Road E - Street and Utility Improvements <br />City Project Number PW 20-0100 DRAFT <br />The Preliminary Scoping Document did not provide a specific recommendation regarding <br />the preferred alternative. Snelling Avenue North was originally constructed by MnDOT and <br />turned back to the City in approximately 1995. The document includes the following <br />statement: “It should be noted that City staff was not able to receive Minnesota Department <br />of Transportation (Mn/DOT) records for the original construction or maintenance on Old <br />Snelling Avenue. Since the soil borings were obtained within the roadway shoulder areas, <br />City staff believes there possibly might be a concrete base underlying the existing asphalt <br />surface.” <br />2012 Feasibility Report, Old Snelling Avenue Improvements <br />The City prepared a Feasibility Report in March 2012 for proposed improvements along <br />Snelling Avenue North from County Road E to Trunk Highway 51. This report focused on <br />Alternative 4 from the Preliminary Scoping Document, which includes reclaiming and <br />repaving Old Snelling Avenue to maintain the existing width and lane configuration and no <br />additional curb and gutter. <br />The report describes potential construction of a pedestrian trail extension along Snelling <br />Avenue North as identified in the City’s Parks, Trails, and Open Space Plan. Preliminary <br />cost estimates from a 2008 trail study are sited in the report, with a recommendation to <br />construct an 8-foot wide trail along the west side of Old Snelling Road from County Road E <br />to TH 51. However, it appears that trail construction costs were not included in the project <br />cost estimates within the 2012 Feasibility Report. <br />The 2012 Feasibility Report was completed prior to the current proposal to construct <br />intersection improvements at the intersection of County Road E and Snelling Avenue North <br />and does not include costs for intersection improvements. In addition, recent utility <br />inspections have identified the need to repair or replace deteriorated storm sewer and sanitary <br />sewer within the project area, which are not included in the 2012 Report. <br />Intersection Control Evaluation, County Road E at Old Snelling Avenue (2018) <br />The City and County jointly participated in the preparation of an Intersection Control <br />Evaluation (ICE) study in October 2018 for the intersection of County Road E and Snelling <br />Avenue North. A copy is provided in Appendix B. This report includes an evaluation of <br />traffic control, intersection lane geometry, and operations using projected traffic volumes. <br />The County Road E corridor is projected to see an increase in traffic over the coming years. <br />Two alternatives for intersection modifications were evaluated, including the construction of <br />a traffic signal and the construction of a single-lane roundabout. Both the traffic signal and <br />roundabout alternatives are believed to accommodate future growth in the area, but the study <br />concluded that the roundabout is believed to provide a safer alternative than the current all- <br />way stop control. The intersection volumes did not meet traffic signal warrants. <br />
