<br /> <br />Feasibility Report Page 14 <br />Snelling Avenue North and County Road E - Street and Utility Improvements <br />City Project Number PW 20-0100 DRAFT <br />Drainage <br />Snelling Avenue south of Arden Place is predominately a rural section roadway with little <br />storm sewer within the project area. Culverts are located under the adjacent streets and <br />driveways connecting to Snelling Avenue. <br /> <br />The addition of a pedestrian trail as described in Alternate 1 would require the installation of <br />a significant amount of curb and storm sewer to allow the trail to be located directly adjacent <br />to the road surface and minimize the amount of fill embankment within wetlands and steep <br />slope areas. <br /> <br />Rice Creek Watershed District (RCWD) requirements as outlined in Rule C apply to public <br />linear roadway projects. The proposed roadway improvements under Alternate 1, including <br />a new pedestrian trail, would likely create more than 10,000 square feet of non-exempt, new <br />impervious surface and would require the addition of Best Management Practices (BMPs) <br />such as bio-filtration, stormwater detention for discharge rate management, and inline <br />sediment/grit chambers. Section 5 includes a general cost estimate for these BMP items. <br /> <br />Proposed roadway improvements for Alternative 2 (no addition of pedestrian trail) would <br />not create 10,000 square feet or more of new impervious surface. Rule C requirements do <br />not currently apply to mill, reclamation and overlay pavement projects. Section 5 does not <br />include the additional costs for permanent BMPs for Alternative 2. Temporary erosion and <br />sediment control devices will be utilized during construction in accordance with applicable <br />NPDES permit and RCWD Rule D requirements. <br /> <br />3.5 Utility Improvements: Area 2 – Intersection of Snelling Ave and County Road E <br />Sanitary Sewer <br />Based on the recent condition evaluation described in Section 2, the recommended sanitary <br />sewer improvements include installation of 250 feet of cured-in-place-pipe (CIPP) sewer <br />lining between MH 3-035 and 3-034 as well as between MH 3-033 and 3-034 as shown in <br />Appendix D. Sanitary sewer pipe between MH 3-034 and 3-038 is proposed to be removed <br />and replaced due to the highly deteriorated condition of the pipe. <br /> <br />Water Main <br />Recommended water main improvements within Area 2 include replacement of 620 feet of <br />12-inch diameter water main within the intersection and replacement of an additional 150 <br />feet of 6-inch diameter water main extending north with 12-inch water main to complete the <br />water main capacity improvements along Snelling Avenue North from County Road E to <br />County Road E2. <br /> <br />Drainage <br />Construction of a roundabout intersection improvement will require replacement of existing <br />storm sewer to reconfigure storm sewer inlets and conveyance pipes based on the geometric <br />design of the roundabout. Recommended improvements also include rehabilitation of <br />approximately 600 feet of existing storm sewer by installation of cured-in-place-pipe (CIPP) <br />lining as shown in Appendix D.
