As a part of this proposal, we <br />have described our project understanding, detailed our proposed scope of work, and itemized our <br />estimated fees for the project. <br /> <br />PROJECT UNDERSTANDING <br />The City of Arden Hills is interested in professional planning and design services for construction of a <br />pedestrian trail along Snelling Avenue North from County Road E2 to Lake Valentine Road and along <br />Lake Valentine Road from Crystal Avenue to Mounds View High School. Primary project elements <br />include topographic survey, trail design, stormwater and wetland permitting with Rice Creek Watershed <br />District, coordination with Ramsey County, and easement delineation. The intent is to complete <br />preliminary and final design – to 60% complete, by June 1, 2021. Construction is anticipated in 2022 or <br />2023. <br /> <br />Trail construction will be considered a linear project under Rice Creek Watershed District (RCWD) <br />standard rules and all new and reconstructed impervious surfaces will require management. Trails follow <br />an exemption if a vegetated buffer at least the width of the trail (up to 10 feet in width) is provided. This <br />is the simplest form of treatment but isn’t always feasible given adjacent grades and private property <br />interaction. We will design stormwater best management practices (BMP) that will reduce or eliminate <br />the need for property acquisition and leverage treatment of the in-place impervious areas to encourage a <br />single regional BMP. We will utilize our firm understanding of RCWD rules, and foundational <br />relationship with RCWD staff, to formulate a stormwater management plan that balances cost and RCWD <br />rule compliance. <br /> <br />SCOPE OF WORK <br />In accordance with the City’s request, Bolton & Menk proposes to complete the following scope of work <br />in support of the MVHS Trail Improvements: <br />
