MVHS Trail Improvements – PW-21-0105
January 11, 2021
Page 2

ǣ̳̳̳ʹͲʹͳ̳Ǥ

Task 1: Project Coordination
Bolton & Menk will work in close coordination with the City to develop a project schedule and ensure
project deadlines are met.

Subtask 1.1: Project Management
Project management activities include project monitoring, conducting project meetings and providing
project updates. This task also includes coordinating Geotechnical Engineering support.

Subtask 1.2: City Meetings
Bolton & Menk will be available for project update meetings with City staff every two weeks throughout
the project. Bolton & Menk will provide status updates on project development and progress. These
meetings will be conducted via phone or Microsoft Teams.

We will also attend, and participate as needed in, up to two City Council meetings for the purpose of
providing project updates. We anticipate we to attend a council meeting to discuss the preferred layout
alternative, as well as present the final plans.

Subtask 1.3: Regulatory Agency Coordination
Bolton & Menk will facilitate an initial project meeting with City Staff, Rice Creek Watershed District
(RCWD), and other water resources stakeholders, as needed, during the Alternatives Review phase. This
will give the project team an opportunity to describe the project, address potential challenges and
opportunities, and frame the proposed solution in the context of RCWD permitting requirements. A
second meeting will serve as a pre-permit coordination meeting where the final proposed trail alignment,
drainage plan, wetland impacts, and stormwater best management practices (BMP) will be presented to
RCWD staff for final feedback. It is anticipated meetings with RCWD will be held virtually.

Subtask 1.4: County Coordination
Our project team will coordinate with Ramsey County as a part of the project. Our project manager will
attend, and facilitate as needed, up to two meetings with Ramsey County. It is expected that these
meetings will be conducted via phone or Microsoft Teams.

Task 1 Deliverables: Meeting agendas, meeting minutes

Task 2: Project Survey
This task is intended to gather existing topographic, utility, and site feature information. This task also
includes wetland services.

Subtask 2.1 Topographic Survey
Our team will gather pertinent field information on City infrastructure, right-of-way, private utilities, etc.
Underground utility information will be located and illustrated per available as-builts, field markings, and
private utility map information facilitated through Gopher State One Call. A base map will be created
identifying existing ground and utility features in electronic format. This base map will be utilized as the
basis and background for preliminary engineering and final design.

A full topographic survey will be completed from back of curb to five feet beyond right-of-way along
Lake Valentine Road and from center of the southbound travel lane to five feet beyond right-of-way along
Snelling Avenue. Structure reports will be completed for the handful of storm structures in the southwest
quadrant of Lake Valentine Road and Snelling Avenue.
