Lexington Station Phase 3 Traffic Study February 26, 2021 <br /> Page 14 <br />The following information summarizes the operational issues that warrant consideration as <br />development occurs: <br />x Lexington Avenue/Target Road/Proposed Development Access: <br />o Without a future traffic signal, the cross-street approaches (including the one providing <br />outbound movement from the proposed development) is expected to be over capacity, with <br />side-street stop delays greater than three (3) minutes and very significant queuing spillback. <br />o The proposed eastbound approach vehicle queuing storage is limited (approximately 100 feet). <br />Infrequently, when this storage is filled, queues are expected to extend into the parking lot, <br />which may infrequently and for very brief periods of time, block parking maneuvers to and <br />from the southernmost parking stalls along the east face of the building. <br />o Note that with a future traffic signal, eastbound queues are expected to be reduced <br />significantly, however, they may continue to infrequently and for very brief periods of time, <br />extend beyond the limited storage during the p.m. peak hour. <br />Warrant Analysis <br />Based on the existing and future capacity issues at the Lexington Avenue/Target Road intersection, a <br />cursory warrant analysis was performed under 2023 no build and 2023 build conditions to determine <br />if a traffic signal would be warranted. Results of the warrant analysis indicate that a peak hour warrant <br />is expected to be met under both the 2023 no build and build conditions. It should be noted that due <br />to the difficulty of the movement, the westbound left-turn volumes are likely less than the demand. <br />Therefore, while only the peak hour warrant is met under 2023 conditions, if the demand at the <br />intersection was realized, the intersection may meet additional warrants (i.e. four-hour/eight-hour). <br />In addition, three-minute side-street stop delays are considered unacceptable and may cause safety <br />issues at the intersection, therefore, a traffic signal is recommended as part of the Lexington <br />Avenue reconstruction project to facilitate the access management strategy along the corridor. <br />
