Lexington Station Phase 3 Traffic Study February 26, 2021 <br /> Page 15 <br />Site Plan Review <br />A review of the proposed site plan was completed to identify any issues and recommend potential <br />improvements with regard to access, circulation, and parking. In general, the following should be <br />considered when designing internal traffic controls and roadways: <br />x Incorporate traffic controls, signing, and striping based on guidelines established in the Manual <br />on Uniform Traffic Control Devices (MUTCD) <br />x Special consideration should be made to limit any sight distance impacts from future <br />structures, landscaping, and signing. <br />As mentioned previously, the Lexington Avenue/Target Road intersection is expected to operate at <br />acceptable levels with a traffic signal. <br />The base site plan was intended to be proposed without the Arby’s/Big O Tire’s site cross-property <br />access, however, (see Figure 4) the cross-property access is currently shown to be provided. Note that <br />this cross-property access concept is being considered in order to provide better access to the <br />Arby’s/Big O Tire’s site since that site’s access to Lexington Avenue will be restricted to a right- <br />in/right-out only as part of the Lexington Avenue Improvement Project. This cross-property access <br />is contingent on an agreement between the property owners of the Arby’s/Big O Tire’s site and the <br />proposed development site. It should be further noted that at this time, this cross-property access <br />agreement has not been approved. If there is not sufficient desire from the Arbys/Big O Tire’s <br />property owner for the cross-property access, it will not be constructed. <br />Summary <br />The following information provides a summary of the analysis performed as part of the Lexington <br />Station Traffic Study: <br />x Results of the existing operations analysis indicate that all study intersections currently operate <br />at an acceptable overall LOS D or better during the a.m. and p.m. peak hours. Queuing <br />issues were identified during the p.m. peak hour at the southbound approach of the <br />Lexington Avenue/Red Fox intersection. In addition, the Target Road operates at LOS F <br />during the p.m. peak hour. <br />x Ramsey County is planning to reconstruct Lexington Avenue from County Road E to I-694 <br />by year 2023. Therefore, these improvements were assumed in the year 2023 no build and <br />build conditions. Note that the Lexington Avenue/Target Road intersection was evaluated <br />with and without a future traffic signal. <br />x Results of the year 2023 no build operations analysis indicate that Lexington Avenue/Red Fox <br />Road intersection is expected to have improved operations and queuing as a result of the <br />County’s reconstruction project. <br />x The current development proposal consists of a 43,000-square foot grocery store. The <br />development is expected to be fully constructed by year 2022. Access to the proposed
