Subject: Public Comment for Snelling Ave N and Co E improvement project <br />Caution: This email originated outside our organization; please use caution. <br />Hello David, <br />Thank you for posting the information and opening it up for public comment. I am new to <br />reviewing city planning documents, so if there are answers elsewhere on the City's website, <br />please let me know. I have a couple questions <br />1. For the water main work on Snelling Ave. How many more years before the water <br />main would require replacement? The water main consists of Cast Iron Pipe and was <br />installed in 1970. Water main replacement is decided after reviewing factors such as <br />age, material type, break history, location (under pavement or not), potential new land <br />developments, etc. That being said, there isn’t an exact life cycle set for replacement <br />but rather condition and risk is assessed for water main segments throughout the City. <br />The water main along this section of Snelling does not have a history of breaks and <br />the pipe is sized adequately to service the area which is why we aren’t proposing to <br />replace everything within the project area. With the age of the pipe over 50 years old, <br />there is a higher risk of breaks and we want to avoid impacting the new roadway with <br />repairs if that happens. The segments identified for replacement are below what will <br />be newly constructed pavement, fortunately most of the existing pipe is located <br />outside the roadway within the boulevard and that pipe can be repaired much more <br />easily. <br />2. For funding sources. Are the Sanitary, Water & Storm. Do those funding sources just <br />come from the rates residents are charged for water? Each funding source is separate, <br />the rates can be found in the fee schedule <br />https://www.cityofardenhills.org/DocumentCenter/View/8/Fee-Schedule-2021?bidId= <br />, page 10 under Utility Use Charges. <br />3. Has the City looked for any State Grant program as a funding source? Yes, with every <br />project we look into other sources of funding and with these programs it is usually a <br />match of project costs anywhere from 25 to 50%. Recently in 2018 a trail was <br />constructed along Old Snelling from County Rd E to County Rd E2 and connected a <br />few segments along Cty Rd E2 to 35W. Looking at our records this project consumed <br />much of our State Aid project funding. Another trail project that is of high priority is <br />the Mounds View High School Trail that extends from the high school along Lake <br />Valentine Rd to Old Highway 10 then extends south along Old Highway 10 to County <br />Rd E2. This project was just approved to move forward with design at a recent <br />Council Meeting to prepare it for grant opportunities. <br />Thanks! <br />John Hoffmann <br />3500 Glenarden Rd
