Chick-fil-A - Arden Hills, MN | Traffic Study March 26, 2021 <br /> Page 5 <br />For side-street stop-controlled intersections, special emphasis is given to providing an estimate for the <br />level of service of the side-street approach. Traffic operations at an unsignalized intersection with side- <br />street stop control can be described in two ways. First, consideration is given to the overall intersection <br />level of service. This considers the total number of vehicles entering the intersection and the capability <br />of the intersection to support these volumes. <br />Second, it is important to consider the delay on the minor approach. Since the mainline does not have <br />to stop, most of the delay is attributed to the side-street approaches. It is typical of intersections with <br />higher mainline traffic volumes to experience high levels of delay (poor levels of service) on the side- <br />street approaches, but an acceptable overall intersection level of service during peak hours. <br />Results of the existing operations analysis shown in Table 3 indicate that all study intersections operate <br />at an acceptable LOS D or better during the a.m. and p.m. peak hours with the existing traffic control, <br />geometric layout, and signal timing. <br />Table 3. N/A - The subject site is currently vacant. <br />The following information summarizes the operational and/or queueing issues identified as part of <br />the existing capacity analysis: <br />x Lexington Avenue/Red Fox Road: <br />o Southbound left-turn queues extend beyond turn lane storage and into the Lexington Avenue/ <br />I-694 South Ramp intersection approximately 25 percent of the p.m. peak hour. These queues <br />cause friction over the I-694 bridge, as the left-turn queues restrict the through volume along <br />Lexington Avenue to one (1) lane. <br />o Eastbound left-turn queues extend beyond the existing/subject west site access approximately <br />25 percent of the p.m. peak hour. <br />o Westbound right-turn queues extend beyond turn lane storage approximately 25 percent of <br />the p.m. peak hour. <br />x Red Fox Road/Chick-fil-A Site Access Locations: <br />o Since the existing site of the proposed Chick-fil-A is currently vacant (Perkins restaurant closed <br />in 2019) there is no traffic entering or exiting the site at these locations at this time. <br />
