Chick-fil-A - Arden Hills, MN | Traffic Study March 26, 2021 <br /> Page 6 <br />Planned Transportation Improvements <br />Ramsey County has programmed a reconstruction <br />project for Lexington Avenue from County <br />Road E to I-694. The reconstruction project <br />includes replacing aging and deteriorating <br />pavement, replacing traffic signals, and improving <br />pedestrian and bicycle facilities. As part of the <br />reconstruction project, Lexington Avenue will be <br />converted from a 5-lane undivided roadway to a 4- <br />lane divided roadway with left- and right-turn lanes. <br />Dual southbound left-turn lanes and an eastbound right-turn lane are planned to be constructed at <br />the Lexington Avenue/Red Fox Road intersection, which are expected to mitigate existing queuing <br />issues at the intersection. In addition, access management strategies will be implemented along the <br />corridor. The reconstruction project is expected to be completed by 2023, therefore, for the purpose <br />of this study, the reconstruction project was assumed under year 2023 no build and build conditions. <br />Year 2023 No Build Conditions <br />To understand how the planned transportation improvements and general background growth are <br />expected to impact the study intersections, year 2023 no build conditions were reviewed. Note that <br />the year 2023 represents one-year post construction of the proposed development and includes the <br />Lexington Avenue reconstruction project. <br />General Background Traffic Growth <br />To account for general background growth in the area, an annual growth rate of one-half percent was <br />applied to the existing peak hour traffic volumes to develop year 2023 background traffic forecasts. <br />This growth rate is consistent with future traffic volume projections identified in the City of Arden Hills <br />- 2040 Comprehensive Plan and with historical growth in the study area based on MnDOT AADT <br />volumes. The proposed Lexington Station Phase 3 development-generated traffic was also included. <br />Intersection Capacity Analysis <br />To determine how the adjacent roadway network will accommodate the year 2023 no build traffic <br />volumes, an intersection capacity analysis was completed using Synchro/SimTraffic computer model. <br />Year 2023 no build traffic forecasts, which include general background growth and the planned <br />transportation improvements, are shown in Figure 3. As mentioned previously, the Lexington Avenue <br />reconstruction project was assumed, and signal timing was optimized. <br />
