8Project Understanding and Approach TASK 1 PROJECT COORDINATION Bolton & Menk will designate Mike Waltman as the project manager. Mike will be assisted by Brad Fisher as the project design engineer and Nick Amatuccio as the construction manager. Bolton & Menk will attend and coordinate the necessary meetings with the State Aid Office, RCWD, city staff, and city council as requested in the RFP and as laid out in the attached project schedule. It is our intent to quickly flush out and clear up any perceived loose ends from the feasibility report approval step, which will aid in cost-effective delivery of final design, keep the council informed, and reduce the potential for last minute changes at the plan approval step. City Staff Project Kickoff Meeting and Design Coordination Meetings. Bolton & Menk will conduct a kickoff meeting with city staff. At the meeting, we intend to revisit our project understanding and outline upcoming proposals to be made to the State Aid Office and RCWD. We will prepare to lead with the city’s vision during discussion with these agencies. Subsequent design coordination meetings will be held to• Review and discuss a draft technical memorandum summarizing Task 4 efforts prior to distribution to the city council for consideration• Discuss 60, 90, and 100 percent plans• Determine one additional meeting with topic/need during the course of the project development process To minimize consultant time for the city, we intend to host these meetings virtually. State Aid Coordination. Bolton & Menk will coordinate a meeting with the State Aid Office to discuss: • The intended rehabilitation scope of improvements coupled with replacement of a shoulder with a trail (as outlined and dimensioned previously)• Feedback on the design criteria the State Aid Office will review, rehabilitation versus reconstruction, or a combination thereof• Procedures and the schedule for a variance, if necessary, recognizing the contaminated soils underlying the project area Bolton & Menk will conduct a second meeting or call with the State Aid Office during the plan production process as necessary to achieve plan approvals. Rice Creek Watershed District. Fortunately, Bolton & Menk has a rich history in designing, permitting, and constructing these types of upgrades, specifically in communities throughout the RCWD. We know what the RCWD will expect from us, and they are familiar with our permitting submittal packages. This translates to effective communication, uninterrupted project schedules, and cost savings for the City of Arden Hills. Bolton & Menk will hold a meeting with the RCWD following the first meeting with the State Aid Office to discuss the proposed improvements, including estimated trench limits, proximity to the 10,000 square foot linear project pavement ‘reconstruction’ threshold/definition, and any other pertinent RCWD rules that may function as project constraints. Private Utility Coordination. While not specified in the RFP, we recognize the statutory requirement to conduct a utility coordination meeting during the design process to verify the accuracy of private utility locations identified by respective owners in the survey drawing, coordinate with private utility owners regarding any improvements they wish to complete in conjunction with the project, and discuss known or potential conflicts between proposed public infrastructure and privately owned utilities requiring relocation. We have included this scope and associated fee in our proposal to minimize potential for consultant driven contract changes later. Similarly, should private utility owners identify a different location of their buried utilities from the location originally surveyed, Bolton & Menk will re-draft the utility location based on maps provided by the utility owner for incorporation into the project plans. Drafting utilities based on plans is likely a reasonable approach given the limited public utility work on this project. We have also included these efforts in our proposed fee to minimize potential for consultant driven changes later. Should risks increase (due to likely/known conflicts with major private utilities, for example), Bolton & Menk can survey/ re-survey these private utilities for an additional fee upon city request. DATA COLLECTION AND INFORMATION REVIEW Bolton & Menk will review the documents listed in the RFP. As we are seeking to serve the City of Arden Hills well on this project and identify an appropriate direction off the bat, much of our detailed review has already been completed in preparation of this proposal. We will review any remaining documentation through the course of our related efforts described herein. PROJECT SURVEY For the bulk of the project area, Bolton & Menk will use the existing survey mapping prepared by others and provided to us by the City of Arden Hills for Old Snelling Avenue and Bussard Court. To supplement this survey, Bolton & Menk will conduct a field survey along Cummings Lane to create a base map identifying above and below ground existing features in electronic format. This base map will be used as the basis and background for final design. We will recommend a survey boundary and wait for approval by the city prior to field work.
