8Project Understanding and Approach <br />TASK 1 <br />PROJECT <br />COORDINATION <br />Bolton & Menk will designate Mike <br />Waltman as the project manager. <br />Mike will be assisted by Brad Fisher <br />as the project design engineer and <br />Nick Amatuccio as the construction <br />manager. <br />Bolton & Menk will attend and <br />coordinate the necessary meetings with <br />the State Aid Office, RCWD, city staff, <br />and city council as requested in the RFP <br />and as laid out in the attached project <br />schedule. It is our intent to quickly flush <br />out and clear up any perceived loose <br />ends from the feasibility report approval <br />step, which will aid in cost-effective <br />delivery of final design, keep the council <br />informed, and reduce the potential for <br />last minute changes at the plan approval <br />step. <br />City Staff Project Kickoff Meeting <br />and Design Coordination Meetings. <br />Bolton & Menk will conduct a kickoff <br />meeting with city staff. At the meeting, <br />we intend to revisit our project <br />understanding and outline upcoming <br />proposals to be made to the State Aid <br />Office and RCWD. We will prepare <br />to lead with the city’s vision during <br />discussion with these agencies. <br />Subsequent design coordination <br />meetings will be held to• Review and discuss a draft technical <br />memorandum summarizing Task 4 <br />efforts prior to distribution to the city <br />council for consideration• Discuss 60, 90, and 100 <br />percent plans• Determine one additional meeting <br />with topic/need during the course of <br />the project development process <br />To minimize consultant time for the <br />city, we intend to host these meetings <br />virtually. <br />State Aid Coordination. Bolton & <br />Menk will coordinate a meeting with <br />the State Aid Office to discuss: <br />• The intended rehabilitation scope <br />of improvements coupled with <br />replacement of a shoulder with a <br />trail (as outlined and dimensioned <br />previously)• Feedback on the design criteria <br />the State Aid Office will review, <br />rehabilitation versus reconstruction, <br />or a combination thereof• Procedures and the schedule for a <br />variance, if necessary, recognizing <br />the contaminated soils underlying <br />the project area <br />Bolton & Menk will conduct a second <br />meeting or call with the State Aid Office <br />during the plan production process as <br />necessary to achieve plan approvals. <br />Rice Creek Watershed District. <br />Fortunately, Bolton & Menk has a rich <br />history in designing, permitting, and <br />constructing these types of upgrades, <br />specifically in communities throughout <br />the RCWD. We know what the RCWD <br />will expect from us, and they are <br />familiar with our permitting submittal <br />packages. This translates to effective <br />communication, uninterrupted project <br />schedules, and cost savings for the City <br />of Arden Hills. <br />Bolton & Menk will hold a meeting <br />with the RCWD following the first <br />meeting with the State Aid Office to <br />discuss the proposed improvements, <br />including estimated trench limits, <br />proximity to the 10,000 square foot <br />linear project pavement ‘reconstruction’ <br />threshold/definition, and any other <br />pertinent RCWD rules that may <br />function as project constraints. <br />Private Utility Coordination. While <br />not specified in the RFP, we recognize <br />the statutory requirement to conduct a <br />utility coordination meeting during the <br />design process to verify the accuracy <br />of private utility locations identified <br />by respective owners in the survey <br />drawing, coordinate with private utility <br />owners regarding any improvements <br />they wish to complete in conjunction <br />with the project, and discuss known or <br />potential conflicts between proposed <br />public infrastructure and privately <br />owned utilities requiring relocation. <br />We have included this scope and <br />associated fee in our proposal to <br />minimize potential for consultant driven <br />contract changes later. <br />Similarly, should private utility owners <br />identify a different location of their <br />buried utilities from the location <br />originally surveyed, Bolton & Menk <br />will re-draft the utility location based <br />on maps provided by the utility owner <br />for incorporation into the project plans. <br />Drafting utilities based on plans is likely <br />a reasonable approach given the limited <br />public utility work on this project. We <br />have also included these efforts in our <br />proposed fee to minimize potential for <br />consultant driven changes later. Should <br />risks increase (due to likely/known <br />conflicts with major private utilities, for <br />example), Bolton & Menk can survey/ <br />re-survey these private utilities for an <br />additional fee upon city request. <br />DATA COLLECTION <br />AND INFORMATION <br />REVIEW <br />Bolton & Menk will review the <br />documents listed in the RFP. As we <br />are seeking to serve the City of Arden <br />Hills well on this project and identify <br />an appropriate direction off the bat, <br />much of our detailed review has already <br />been completed in preparation of this <br />proposal. We will review any remaining <br />documentation through the course of <br />our related efforts described herein. <br />PROJECT SURVEY <br />For the bulk of the project <br />area, Bolton & Menk will use the <br />existing survey mapping prepared by <br />others and provided to us by the City <br />of Arden Hills for Old Snelling Avenue <br />and Bussard Court. To supplement this <br />survey, Bolton & Menk will conduct <br />a field survey along Cummings Lane <br />to create a base map identifying above <br />and below ground existing features in <br />electronic format. This base map will <br />be used as the basis and background <br />for final design.
