Feasibility Report TKDA Project No. 18196.000 <br />City of Arden Hills Page 5 <br /> <br />Feasibility Report <br />Arden Oaks Neighborhood Improvements <br />Prepared for City of Arden Hills, Minnesota <br /> <br />Introduction: <br /> <br />On April 26, 2021, the Arden Hills Council adopted Resolution 2021-23 which ordered the <br />preparation of a Feasibility Report for improvements to the project areas listed below: <br /> <br />Arden Oaks Neighborhood: <br />Bituminous paving, storm water improvements, concrete curb and gutter repair, and appurtenant <br />work on the following areas: <br />x Arden Oaks Drive (Snelling Avenue North and County Road E West) <br />x Arden Oaks Court (from Arden Oaks Drive to the end of the Cul-de-sac) <br /> <br />Located within Section 27-SW, Township 30N, Range 23W, as described on 2 plats: Arden Oaks <br />and Shady Oaks Addition. <br /> <br />This report evaluates the feasibility of two options for Arden Oaks neighborhood street <br />improvements in the described project areas. All existing infrastructure elements were evaluated, <br />improvements recommended, cost estimates of the proposed improvements prepared and funding <br />strategies developed in this report. Option one will be comprised of a full depth street reclamation <br />and option two will be comprised of a 2” bituminous mill and overlay. <br /> <br />Background: <br /> <br />The City of Arden Hills currently utilizes pavement rating data, pavement forensic data, soil boring <br />information, and the Capital Improvement Plan (CIP) to prioritize the infrastructure improvement <br />needs within the city. As reported in the Arden Hills pavement forensic report and the CIP both <br />Arden Oaks Drive and Arden Oaks Court are recommended for pavement rehabilitation. <br /> <br />The Arden Oaks neighborhood is a single family residential neighborhood and is proposed for <br />rehabilitation from Snelling Avenue South to County Road E West. Improvements would include <br />pavement rehabilitation, curb repair, and storm water infrastructure improvements as needed. The <br />forensic pavement report showing the Arden Oaks Neighborhood rehabilitation plan can be found <br />on Exhibit 1 in the appendix. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />DRAFT REPORT <br />7-8-2021
