Feasibility Report TKDA Project No. 18196.000 <br />City of Arden Hills Page 6 <br /> <br /> <br />Arden Oaks Existing Conditions: <br /> <br />Streets and Lane Configurations: <br />The majority of properties located within <br />the Arden Oaks residential neighborhood <br />were platted in the mid to late 1980s. <br />According to the City’s CIP and city <br />records, the last major maintenance task <br />was a mill and overlay in 1996. Since then <br />it appears the street section has been <br />treated with chip seals, crack seals, hot <br />patching and partial overlays several <br />times in the years since. The most recent <br />maintenance appears to be a street <br />overlay in select areas coating the outside <br />edges of the roadway with a 1” to 1.5” lift <br />of bituminous. According to the CIP, the <br />Arden Oaks neighborhood is schedule for <br />major maintenance (mill and overlay or <br />reclamation) in 2022. <br /> <br />Many factors have accounted for roadway deterioration including the following: <br />x Time and weather (freeze/thaw cycle) <br />x Underlying soil conditions <br />x Traffic volumes <br />x Roadway pavement section <br />x Heavy vehicle loading <br />x Surface and subsurface water drainage <br /> <br />The City completes pavement ratings for <br />local streets and have noted that the <br />ratings for the streets in this <br />neighborhood were in the low 30s out of <br />a 100-scale rating. During the field <br />inspection of the neighborhood, many <br />roadway deficiencies were noted <br />including large frost cracks (through both <br />curb and street sections), fatigue cracks, <br />pot holes, and minor drainage issues. It <br />was also noted that many of defects had <br />been patched or filled recently. <br />Additionally it has been observed at <br />certain times of the year ground water and <br />water discharged from sump pumps <br />seeping from behind the curb and into the street section. Although the geotechnical report did not <br />explicitly note high ground water in the area there are signs of it from field observations. <br /> <br />The geotechnical report completed by WSB found that the pavement section in the Arden Oaks <br />neighborhood ranged from 5 to 6-1/2 inches in depth. Additionally, suitable aggregate base material <br />was found over the entire area or the Arden Oaks neighborhood ranging in depth from 5 to 13 <br />inches.
