<br /> <br />MEMORANDUM <br /> <br /> <br />TO: Arden Hills City Council, PTRC Committee, Joe Vaughan and David Swearingen <br /> <br />FROM: John P. Van Valkenburg <br /> <br />DATE: April 20, 2021 <br /> <br />RE: TRAIL PRIORITIES RECOMMENDATIONS <br /> <br />The PTRC Committee on March 16th and April 20th extensively discussed and adopted trail <br />priorities as recommendations for the City Council of Arden Hills consideration. The 5 sections <br />are labeled based on individual site concerns. <br />The PTRC vote was unanimously to prioritized the TOP TEN TRAILS. <br />The PTRC has established Point Persons for specific trails to help monitor need for presence <br />and involvement as well as coordinate and gather the significant information on the key trails <br />actively being considered at this time so the PTRC and ultimately the city council can be better <br />informed. The point person for each trail has been indicated alongside the Trails below. An <br />overall Trail person was also unanimously approved. That is Rich Straumann. The Point Person <br />does not have extra authority to act or speak for the Committee unless so approved by the <br />Committee as a whole. To date they have gathered information and circulated communication <br />within the Committee and have acted with the full consent of the Committee. They are a <br />resource not just for the PTRC but for the Council as you feel the need. A map is attached a <br />guide and reference. <br /> <br />Pedestrian Safety Concerns: <br />1. From County Road E2 North to Lake Valentine Road (C R “F”) and then West to MVHS <br />(Youth+) … Currently the City is preparing a RFP trail study for this to be a shovel-ready <br />trail project. Point person appointed is Paul Beggin. (See 1.3 & J on Map). <br />2. From County Road “D” Northeast on Lake Johanna Blvd, past Tony Schmidt Regional Park <br />– Ramsey County / METC (as Trail Building Partner – 2 segments), (See G, G1 & G2 on <br />map) to intersection with Snelling Avenue N (Families). (Ramsey County is preparing a <br />RFP draft for review. PTRC would like to review.) Point persons are Micah Kiernan and <br />Kristine Poelzer. <br /> <br />Road Re-Construction Projects: <br />3. From Hwy 51 North to Snelling Avenue N intersection with County Road E / Lake <br />Johanna Blvd (LJB). Anticipated road work in 2022. (See 1 on Map) Point person is Jill <br />Anderson. <br />4. From County Road E (LJB) North along Snelling Avenue N / Old Highway 10, under I- <br />694 to Hwy 96 which now has a regional trail on the South side. (Ramsey County road <br />work in 2023) See Ramsey County – Transportation Plan 2021-2025. (See 1.4 & 1.5 <br />map) <br /> <br /> <br />Attachment A
