2 <br /> <br />Conducts research, interprets data, and prepares reports and recommendations on issues and projects as <br />assigned, which may impact the economic vitality of the City. <br /> <br />Ensures developer compliance with Council directives and development contracts. <br /> <br />Supervises, plans, and organizes activities in the areas of Planning, Recycling, Inspections, Economic <br />Development and Code Enforcement; supervises and assists the City Planner and Associate PlannerSenior <br />Planner in developing, changing and implementing land use plans, regulations, and policies. <br /> <br />Serves as the Development Director for the TCAAP Joint Development Authority. <br /> <br />Supervises and assists the Building Official to ensure positive and effective enforcement of City plans, policies, <br />and ordinances; including monitoring developer compliance with Council directives and development contracts. <br /> <br />Performs special assignments and projects as assigned by the City Administrator and City Council. <br /> <br />Provides technical assistance to City departments on projects and activities as directed by the City Administrator. <br /> <br />Represents the City on various boards and to various state, metropolitan and county agencies. <br /> <br />Attends all City Council meetings, Economic Development Commission meetings, Economic Development <br />Authority meetings, and other meetings as appropriate. <br /> <br />Other duties as assigned. <br /> <br />EDUCATION and/or EXPERIENCE <br />Bachelor’s degree with coursework in urban planning, public administration, urban and regional studies, or <br />related field and considerable experience in planning, economic development, management, or equivalent <br />combination of education and experience. Master’s degree, Minnesota local government experience and <br />previous supervisory experience preferred. <br /> <br />A minimum of five years of experience as a City Planner, or similar role, is required. <br /> <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Comprehensive knowledge of the principles and practices of local government functions and practices; thorough <br />knowledge of municipal planning duties and processes to include, but not limited to, Planned Unit Developments, <br />Conditional Use Permits, variances, and Comprehensive Plan Amendments; comprehensive knowledge of State <br />Statutes related to planning and economic development; comprehensive knowledge of economics and municipal <br />finance as they apply to City community development; thorough knowledge of current literature and recent <br />developments in the field; general knowledge of the principles and practices of civil engineering as they relate to <br />planning and subdivision design and control; ability to maintain confidentiality; ability to organize, prioritize, and <br />communicate community development work plans; develop goals, policies, plans and procedures related to <br />management of the department and development projects; ability to interpret and analyze technical and <br />statistical information to prepare and present technical oral and written reports; ability to use standard office <br />equipment including related hardware and software; ability to communicate effectively with governing bodies, <br />the public, and developers; ability to establish and maintain professional working relationships with employees, <br />officials, other agencies and the general public. <br /> <br />PHYSICAL DEMANDS <br />This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, frequently <br />requires speaking or hearing and repetitive motions and occasionally requires using hands to finger, handle or <br />feel, reaching with hands and arms and lifting; work has standard vision requirements; vocal communication is <br />required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive <br />information at normal spoken word levels; work requires preparing and analyzing written or computer data,
