Traffic Study <br />Lexington Avenue Reconstruction <br /> <br /> <br />Alliant No. 118-0186.0 28 <br />April 18, 2019 <br />4.0 Preliminary Alternatives Analysis <br />To address documented crash concerns and to preserve traffic mobility, a preliminary alternatives <br />analysis was completed. The goals of the preliminary alternatives analysis are to identify <br />engineering considerations, expected traffic operations and safety impacts, as well as select a <br />preferred alternative. Key elements of the preliminary alternatives analysis include: <br />x Completion of a signal warrant analysis based on existing traffic volumes <br />x Identification of preliminary alternatives <br />x Completion of a traffic operations analysis to assess the performance of each alternative <br />x Documentation of potential safety benefits <br />x Selection of a preferred alternative <br />4.1 Signal Warrant Analysis <br />A signal warrant analysis was completed for the Lexington Avenue intersections at Red Fox Road, <br />Grey Fox Road, and Target South under existing traffic volumes. The warrant analysis was <br />conducted in accordance with the Minnesota Manual on Uniform Traffic Control Devices <br />(MnMUTCD). The following signal warrants were considered: <br />x W1 – Eight-Hour Vehicular Volume <br />x W2 – Four-Hour Vehicular Volume <br />x W3 – Peak Hour <br />x W4 – Pedestrian Volume <br />x W5 – School Crossing <br />x W6 – Coordinated Signal System <br />x W7 – Crash Experience <br />x W8 – Roadway Network <br />x W9 – Intersection Near a Grade Crossing <br />Warrant 1, Warrant 2, Warrant 3, and Warrant 7 were reviewed under existing traffic volumes. <br />The remaining traffic signal warrants were not applicable at the study intersections, or minimum <br />warrant standards were not met. Table 8 presents a summary of the MnMUTCD signal warrant <br />analysis results. Detailed signal warrant analysis results are included in Appendix B. <br />Table 8.
