Traffic Study <br />Lexington Avenue Reconstruction <br /> <br /> <br />Alliant No. 118-0186.0 29 <br />April 18, 2019 <br />Results of the signal warrant analysis indicate that both existing signalized intersections meet <br />eight-hour, four-hour, and peak hour warrants under existing conditions in addition to the <br />Red Fox Road intersection meeting the crash experience warrant. Additionally, the Target South <br />intersection meets the peak hour warrant under existing conditions. Therefore, continuing to <br />operate (Red Fox Road, Grey Fox Road) or beginning to operate (Target South) the study <br />intersections under traffic signal control is warranted. It should be noted that the Lexington Avenue <br />/ Target South intersection warrant analysis does not include Lexington Station or Enterprise / <br />Big O Tires / Arby’s driveway volumes, which if included would only further emphasize the need <br />for improved traffic control at the Target South intersection. <br />4.2 Identification of Preliminary Intersection Alternatives <br />Up to five alternatives were identified for analysis at each of the primary study intersections in <br />addition baseline improvements (Alternative 0) throughout the Lexington Avenue corridor. The <br />baseline improvements should be considered the minimal level of appropriate corridor <br />improvement and will provide a means of comparison for additional geometric and traffic signal <br />improvements proposed under other alternatives. The preliminary alternatives at each primary <br />study intersection are as follows: <br />Lexington Avenue & Red Fox Road <br />x Alternative 0 (Baseline Improvements) <br />o NB/SB protective only left-turn phasing during p.m. peak hour <br />o EB/WB protective/permissive flashing yellow arrow (FYA) left-turn phasing <br />o Signal timing revisions: <br /> WB right-turn overlap with the SB left-turn phase <br />o Add a dedicated EB right-turn lane <br />x Alternative 1 <br />o Add a dedicated SB right-turn lane <br />x Alternative 2 <br />o Add dual SB left-turn lanes <br />o Extend Red Fox Road EB right-turn trap to second Target driveway to minimize the <br />potential for merging conflicts <br />x Alternatives 3/4/5 <br />o No additional improvements <br />
