This letter proposal provides background information, <br />describes our proposed work plan, illustrates our experience, outlines the timing of the work, and explains the <br />associated fees. The City of Arden Hills is herein referred to as “CLIENT or CITY.” <br />We are excited for the possibility of working with you again on a street improvement project, and this Project is <br />exactly the type of project where our Municipal Engineering team excels. We have been working on similar projects <br />in many communities, and while each project is unique and different, many of the same basics apply: <br />• Develop Mindful Rapport with Residents <br />• Responsive Follow-up <br />• Clear and Concise Presentations <br />• Quality Reports and Designs <br />• Attention to Detail <br />I. PROJECT DESCRIPTION <br />The pavement within the Arden Oaks neighborhood has low pavement ratings (in the low 30s) and was built nearly <br />40 years ago. An investigation of the underlying soils shows that the materials beneath the streets include sandy <br />clay soil which has susceptibility to soil movement during the freezing and thawing cycles. As a result of this soil <br />movement, the roadways have severe cracking, potholes, and some settlements. <br />It is normal and expected that streets and other infrastructure require maintenance or rehabilitation over time. <br />Municipalities are tasked with prioritizing infrastructure needs for their community and responding to those needs, <br />and the City has prioritized improvements for the Arden Oaks neighborhood. <br />As a part of that prioritization, TKDA has completed the feasibility report and is recommending a reclamation project <br />with an overall estimated cost of $583,000. <br />II.
