Mr. Swearingen | Arden Oaks Street Improvements <br />Proposal for Engineering Services <br />September 2, 2021 <br />Page 3 <br /> <br /> <br />Similar Projects <br />Marie Avenue and Wesley Neighborhood Improvements, Mendota Heights, Minnesota <br />The City of Mendota Heights retained TKDA for feasibility study, <br />design development, bidding services, construction administration, <br />construction observation, and construction staking for street <br />improvements for the Wesley Lane Neighborhood and Marie Avenue <br />between Lexington Avenue and Dodd Road. Both projects followed <br />Minnesota Statutes 429 and involved assessments. State Aid funding <br />was used on both projects and therefore needed to meet State Aid <br />standards. <br />Pavement reclamation included placement of 1” rock over the existing <br />pavement that was mixed during the pavement reclamation. This <br />process produced a quality aggregate base for the new roadway. <br />Excess material was used for trail and sidewalk base. <br />Project Included: <br />• Reclamation of pavement and spot curb replacement <br />• Traffic calming (bumpouts, digital speed sign) <br />• Watermain replacement <br />• Land bridge repair <br />• Pond cleanout <br />• Trail rehabilitation <br />• Dakota County regional trail extension <br />• Dakota County regional trail tunnel rehabilitation <br />• Updated signage and striping <br />• Valley Park parking lot paving <br /> <br />SE Area Reconstruction, White Bear Township, Minnesota <br />TKDA completed a pavement condition review of the entire White Bear <br />Township pavement system and prepared a “Pavement Management Booklet.” <br />The SE Area Reconstruction project includes four miles of neighborhood streets <br />and was defined for improvements over a period of three years starting in 2020. <br />TKDA has completed the following steps for the first phase of this project: <br />Feasibility Report, Topographic Survey, Public Engagement, Resident <br />Questionnaire, Public Hearings, Design Drawings, Bidding Services, <br />Construction Administration, Construction Inspection, and Construction Staking. <br />All streets within the first phase of the 1.4-mile project area were originally <br />constructed in 1962. The width of each street varied between 14-feet and <br />30-feet and were constructed with bituminous curb. The narrow streets were <br />widened as much as possible, but were restricted by the narrow existing right- <br />of-way. The new bituminous street for Phase I was reconstructed with concrete <br />curb and gutter to improve drainage and functioning of the roadway. Additional <br />storm sewer pipe was added to address existing drainage problems, including <br />an underground stormwater treatment structure to treat stormwater before it <br />discharged into White Bear Lake. <br />In addition, TKDA worked with the Rice Creek Watershed District and its cost share program to add in Rain Gardens <br />at individual properties. TKDA held multiple neighborhood meetings, sent out residential flyers, and worked with <br />individual residents to meet the community’s and residents’ expectations. The next phase has been ordered and <br />construction will start in the spring of 2021. <br />
