Landscaping – Flexibility Requested <br />Section 1320.06 – District Requirements Chart of the City Code requires a minimum landscape <br />lot area of 25 percent in the B-3 District. The Applicant is proposing a landscape lot area of 16 <br />percent. Since the Planning Commission review, the site layout has been adjusted slightly to allow <br />for an additional 1,350 square feet of greenspace to be added to the site. In their narrative, the <br />Applicant states the project will provide significant landscaped green space along Lexington <br />Avenue at grade level. They’ve noted that there is currently virtually no green space on the <br />property and the proposed development is nearly ¼ acre more landscaping than the existing site. <br />The Applicant was originally proposing the addition of 27 trees throughout the site. Following the <br />Planning Commission review, the Applicant has increased that number to 30 trees to be planted. <br /> <br />The City Code requires a minimum of one tree be provided along the right-of-way of every 50 feet <br />of public street frontage. The proposed development would be required to plant 14 trees along the <br />Lexington Avenue and Grey Fox Road right-of-way’s. The Applicant was originally proposing to <br />plant four trees due to utility easements and associated conflicts. This number has been increased <br />to seven boulevard trees. Staff has confirmed the existing boulevard trees along Lexington Avenue <br />will be removed as part of the road reconstruction project and disturbed areas will be restored with <br />sod. A landscape plan is included as Attachment H. <br /> <br />Section 1325.04, Subdivision 2, requires landscaping on lots used for drive-up windows to the <br />minimum widths: <br /> <br />Front Lot Line 20’ <br />Side Lot Line 10’ <br />Rear Lot Line 15’ <br /> <br />The Applicant is requesting flexibility to these requirements. The drive-thru lane on the north side <br />of the property will be located approximately 8’ from the north property line and 5’ from the east <br />property line. <br /> <br />F. Snow Storage <br />Adequate area should be designed for snow storage such that clear visibility shall be afforded from <br />the property to any public street. The Applicant has updated their site plan to show two areas where <br />snow will be stored onsite. Those areas are located in the northwest and southeast corners. <br />They’ve indicated that having two dedicated areas for snow storage will result in minimal impact <br />on the parking needs (i.e. tenants and employees), easier plowing of the snow for the contractor, <br />and lessen the impact to one area of the site. The Applicant indicates that they’ve arranged with <br />the contractor to melt or remove snow if there is snowfall of more than 60” in a season. During <br />the concept plan discussion, adequate snow storage and/or removal of snow was a concern with <br />the proposed development. The Applicant had indicated that the upkeep of landscaping, parking <br />lot maintenance, and snow removal would be shared services between the two properties. <br /> <br />G. Parking Setbacks – Flexibility Requested <br />The City Code requires off-street parking spaces to be located a minimum of 20 feet from the right- <br />of-way of any public street and 5 feet from any side or rear property lines. Flexibility has been <br />requested for the parking spaces on the south side of the development along Grey Fox Road and <br />between parcels.
