<br /> <br /> <br />Page 12 of 17 <br />The Applicant has shown a smaller building square footage for the grocery store to be reflective <br />of retail area only on the Site Data Plan Sheet C-010. Included in the submission was an <br />Operations Plan which shows a variety of uses within the grocery store (i.e. retail, office, and <br />storage). Each use is subject to minimum parking requirements in the Zoning Code and is reflected <br />in the table above. With the changes made to the site layout, the Aldi’s site has two (2) less parking <br />spaces than the minimum requirement. However, under the shared parking through the Master <br />PUD the proposed development exceeds the minimum requirement by 20 spaces. <br /> <br />I. Pedestrian and Bicycle Circulation – Meets Requirements <br />Section 1325.05 Subd. 8, P states new building construction shall include construction of a <br />minimum of six (6) foot concrete sidewalk adjacent to or in all right-of-way. There are currently <br />no sidewalks along Lexington Avenue or Grey Fox Road. The Applicant is proposing a six (6) <br />foot concrete sidewalk along Grey Fox Road. This was modified from the Planning Commission <br />review in order to meet ordinance requirements. The Planning Commission did included this item <br />as a recommended condition for approval. <br /> <br />The Applicant is not proposing a sidewalk along Lexington Avenue but notes that one is planned <br />as part of the future Lexington Avenue Public Improvement Project. This would be consistent <br />with the approval of the Lexington Station Phase 3 project. Staff has verified that the City and <br />County will split the cost of new sidewalks 50/50. The City Council may consider as part of an <br />approval motion adding a condition that states “The Developer shall construct a sidewalk from <br />Lexington Avenue into the Subject Site. The Developer shall use best efforts to obtain approvals <br />from Ramsey County to construct a sidewalk along Lexington Avenue should the County not <br />proceed with their Lexington Avenue Improvements.” <br /> <br />The Applicant is proposing a bicycle rack on the east side of the Aldi building. The proposed bike <br />rack conforms to zoning requirements in Section 1325.05 Subd, 8, Q. <br /> <br />J. Freestanding Signs – Flexibility Requested <br />Properties in Sign District 5 are allowed one freestanding sign measuring up to 100 square feet in <br />area and not exceeding 16 feet in height. The Applicant is proposing a shared monument sign in <br />the SE corner of the site. On-premise signage is defined as “A sign whose message is related to <br />the property or the activity and use occurring on the property on which the sign is located. On- <br />premise signs include multi-tenant identification signs that may advertise tenants on different <br />property provided such tenants are within the same approved PUD and parking is shared between <br />properties.” The Applicant would like to utilize this requirement as part of the Master Planned <br />Unit Development approval. During the Planning Commission meeting, the Applicant provided <br />verbal confirmation that they would reduce the sign copy area to 100 square feet on the <br />freestanding sign to meet Sign District 5 requirements. The proposed internally illuminated <br />freestanding sign is 16 feet in height. However, an updated rendering was not submitted in advance <br />of the City Council review. Based on the plans as submitted, the Applicant is requesting flexibility <br />for a total sign copy area of 108 square feet allocated between the three tenants as illustrated in <br />Attachment F. <br />
