Benchmarks - A Review of Recent Council Action <br /> Rake Those Leaves! <br />Please rake leaves and debris out of storm gutters before winter moves <br />in! Leaves left in gutters and on the streets decompose, and rain takes <br />the extra nutrients into our lakes, rivers, and streams. That means algae <br />blooms and other negative effects on water quality! Raking takes away <br />this source of nutrients and will cut off the algae’s fuel for growth. Grass <br />clippings contain nutrients as well, so if you are still mowing your lawn, <br />you can catch or mulch those clippings. This fall remember to check <br />street sewer grates and remove leaves and other debris that could lead to <br />increased nutrients in our lakes and streams. <br />September 13, 2021 Regular City <br />Council Meeting <br />All items were approved <br />unanimously by a 5–0 vote unless <br />otherwise noted. <br />• Accepted resignation <br />of accounting clerk and <br />authorized recruitment for <br />replacement. <br />• Approved North Suburban <br />Access Corporation <br />(NineNorth) contract for <br />professional and technical <br />services. <br />• Set preliminary levy at <br />$4,472,680, an increase of <br />$192,600 or 4.5% over 2021, <br />and set the Truth-In-Taxation <br />Public hearing date for <br />December 13, 2021, 7:00 PM, <br />Council Chambers. <br />September 27, 2021 Regular City <br />Council Meeting <br />All items were approved <br />unanimously by a 4–0 vote. <br />(Councilmember Holden excused.) <br />• Accepted a donation from the <br />Arden Hills Foundation in the <br />amount of $1,089 for hot coal <br />receptacles and trash barrel lids <br />in City Parks. <br />• Approved, Convention and <br />Tourism Bureau Agreement <br />with Minnesota Metro North <br />Tourism (DBA Twin Cities <br />Gateway), effective January 1, <br />2022. <br />• Approved appointment of <br />David Swearingen to the <br />position of Public Works <br />Director/City Engineer; Mr. <br />Swearingen, formerly the <br />City’s Assistant Engineer, <br />has been filling this role in an <br />interim capacity. <br />• Held a public hearing and <br />approved a Planned Unit <br />Development Amendment <br />to allow Bethel University, <br />the Applicant, flexibility to <br />increase the allowable sign area <br />for a multi-tenant freestanding <br />sign at 2 Pine Tree Drive, <br />adjacent to its Anderson Center <br />campus. <br />• Held a public hearing and <br />approved amendments to the <br />Arden Hills City Code to <br />provide ordinance requirements <br />for the keeping of chickens and <br />for the associated accessory <br />structures/uses (i.e. coop, pen, <br />and exercise yard). <br />For a complete listing of recent <br />City Council action, visit <br />cityofardenhills.org and click on <br />View Agendas & Minutes. <br />Chicken Ordinance Changes <br />The City Council voted to approve <br />changes to its existing ordinance <br />to relax the rules around keeping <br />chickens. These changes follow <br />multiple meetings and public <br />hearings, a community engagement <br />poll, and a recommendation <br />from the Planning Commission. <br />Residents interested in having <br />chickens still need to comply with <br />certain provisions, which can be <br />found here: www.cityofardenhills. <br />org/1036/Chicken-License <br />These provisions include, but <br />are not limited to, a maximum <br />of three hens (no roosters), size <br />requirements for a coop, pen and <br />exercise yard, and obtaining the <br />necessary zoning approvals and <br />license.
