Professional Services Agreement <br />Arden Manor and Floral Parks <br />Playground Equipment Replacement and Reconstruction <br />Design and Construction Administration Services <br />November 10, 2021 <br />Page 1 of 14 <br /> <br />Version2.3 02052021 <br /> <br />THIS AGREEMENT is between City of Arden Hills (hereafter “CLIENT”) and HR GREEN, INC. <br />(hereafter "COMPANY"). <br /> <br />1.0 Project Understanding <br />The CLIENT desires to make improvements at Arden Manor Park which will be partially funded <br />by a Ramsey County Community Development Block (CDBG) grant which was submitted and <br />approved in 2021, and Floral Park, which will be funded by City Capital Improvement (PIR) <br />funds. <br />The parks may be improved with the following: playground replacement, basketball court <br />resurfacing or updated to include additional court activities, park shelter improvements, park <br />signage, lighting, parking and drainage improvements. The improvement of specific items will <br />depend on public buy-in; therefore, public engagement will play a large role in the project. The <br />original Arden Manor Park plan prepared as part of the CDBG grant approval will be used as a <br />guide and enhanced based on Community input. The resurfacing or repurposing of Floral Park <br />will also be dependent on public engagement feedback, park needs and project budget. <br /> <br />The CLIENT is obligated to complete the Arden Manor Park improvements by December 2022, <br />per the CBDG grant application, and anticipates having construction documents completed by <br />March 2022 so bidding may occur in the spring of 2022. Construction would begin in the <br />summer of 2022 with completion in the fall. While the City does not have funding obligated <br />timelines for Floral Park improvements, they are scheduled for construction in 2022 in the 2021 <br />Budget and CIP, and the intent is to combine both parks projects into a single design and <br />construction project, realizing some cost savings and efficiencies of scale. <br /> <br />The applicant for the Arden Manor Park grant funding is the CLIENT. COMPANY will work with <br />CLIENT to follow all guidelines established by Ramsey County, coordinate activities, and <br />prepare paperwork and updates required. CDBG eligible activities and requirements will be <br />tracked separately for both design and construction. The Floral Park project will be a more <br />traditional process, including public involvement, design and construction. <br /> <br />At this time, there is no soil boring information for the sites. To design paving sections and <br />footing elements for the site improvements, a geotechnical report including soil boring data will <br />be collected under separate activities and combined with soil boring collections for the City’s <br />street feasibility study. <br /> <br />HR Green will prepare, coordinate, and submit reporting, agreements and other required <br />documentation as needed in the design and construction of the project to comply with the <br />CDBG program. <br /> <br />2.0 Scope of Services <br />The CLIENT agrees to employ COMPANY to perform the following services: <br /> <br />1.
