Page 1 <br /> <br />DATE: November 22, 2021 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: Authorize the City Administrator to Purchase Recycling Carts <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A $20,000 Recycling Fund <br /> Council Should Consider <br /> Motions to approve, table, or deny the following: <br /> <br />• Authorize the City Administrator to enter into an agreement with Cascade Engineering to <br />purchase recycling carts not to exceed $20,000. <br />All items need a simple majority for action unless otherwise noted. <br /> Discussion <br /> Republic Services has informed the City that our inventory of 32 gallon and 64 gallon recycling carts <br />is running low (less than a hundred of either size in inventory). The City last ordered carts in 2018. <br />The City has traditionally ordered carts about every three years or so as carts begin to run low. The <br />original recommendation from Republic was the City order 500 64 gallon carts and 300 32 gallon <br />carts; however, based on previous orders, the City would recommend reducing that order by half. <br />There are no price breaks by quantity, so if a reduced order is not sufficient the City could place an <br />order for more carts as needed. The attached invoice was for the full amount recommended by <br />Republic, this is NOT what will ultimately be approved, but is representative of the costs per cart as <br />quoted by Cascade. Budget Impact <br /> New carts are not currently programmed into the Recycling Budget, and reserves have <br />traditionally been used to purchase carts. Again, reserves will used to purchase these carts. Since <br />recycling fees have already been set for 2022, the fees for 2023 and beyond should be adjusted to <br />reflect future cart ordering. The current cash amount in the Recycling Fund is approximately <br />$111,000 and this would be reduced by $20,000 at the most should this be approved.
