Page 1 <br /> <br />DATE: December 13, 2021 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: Resolution 2021-072 Approving the 2022 – 2023 Collective Bargaining <br />Agreement with the IUOE Local 49 <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A $25,918 increase in 2022 <br />expenditures <br />Multiple Funds <br /> Council Should Consider <br /> Motions to approve, table, or deny the following: <br /> <br />• Resolution 2021-072 Approving the 2022 – 2023 Collective Bargaining Agreement with <br />IUOE Local 49. <br />All items need a simple majority for action unless otherwise noted. <br /> Discussion <br /> The Public Works Union contract is up at the end of this year, City Staff and the Union have been in <br />negotiations for a new contract. A draft of the contract was brought forward for Council to review at <br />a work session in September. Following that work session, Council directed staff to finalize the <br />contract and bring it forward for final approval at a future meeting. The City Attorney has reviewed <br />the updated contract. A summary of the major changes from the previous contract can be found <br />below: <br /> <br />-Wages: the only changes made to the wages was a three percent cost of living adjustment (COLA) in <br />both 2022 and 2023. The three percent increase is about the average of surrounding cities for both <br />years. This equates to an estimated $17,600 total increase in expenditures for 2022. <br /> <br />-Uniform allowance: A $25 increase in the uniform allowance ($600 up to $625) is included in the <br />contract, which equates to a net increase of $200 for the 2022 year. <br /> <br />-Local Training Center: The City will also be providing a contribution to the local training center <br />based on regular hours worked at .20 cents per hour in 2022 and .25 cents per hour in 2023. <br />Assuming a full time crew throughout the year, this will equate to $3,328 and $4,160 in 2022 and <br />2023, respectively. This allows members of the crew to take advantage of training opportunities at the <br />training center at a reduced cost to the City. <br /> <br />CONSENT ITEM – 6N <br /> MEMORANDUM <br />
