Page 1 of 2 <br /> <br /> AGENDA ITEM – 1D <br /> <br />MEMORANDUM <br /> <br />DATE: December 20, 2021 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Jessica Jagoe, City Planner <br /> <br />SUBJECT: Planning Commission Onboarding Policy <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br />Council shall consider <br /> <br />The City Council is asked to provide staff feedback and direction on the Planning Commission <br />Onboarding Policy. <br /> <br />Background <br /> <br />At several work session meetings, the City Council has discussed creating a document and <br />checklist to assist Planning Commissioners in their review of planning cases. From these <br />meetings, staff has been developing resources that will provide a detailed checklist and <br />additional training to the Commissioners. The first resource that staff created to use in the <br />onboarding process is the Zoning Approval and Plan Review Guide. This document started out <br />as a detailed checklist similar to what staff uses to review planning cases and transformed into an <br />informational tool that contained questions Commissioners should ask themselves when <br />reviewing submittal documents and plans. At the January 19, 2021 work session, planning staff <br />presented the City Council with Version 3 of this guide that was developed with the Planning <br />Commission Liaison at the time and sought direction on the onboarding policy. <br /> <br />The general consensus of the Council was that the Zoning Approvals and Plan Review Guide <br />would be beneficial as part of the onboarding and as a refresher resource for Commissioners. <br />However, the Council still felt that a checklist document should be created that assists in review <br />of land use applications for completeness. Based on that direction, city staff met with the current <br />Commission Liaison, Councilmember Holmes, to discuss further the content that would be <br />included in a checklist. The premise was to create a one page checklist that would function as a <br />supplement to the staff report in review of whether or not an Applicant has provided all of the <br />plan sheets in a complete manner for review of a planning case.
