This checklist would act as a summary for <br />completeness of application materials. <br /> <br />Included with this memo are the following documents for City Council review and discussion: <br />• Zoning Approvals and Plan Review Guide <br />• Planning Commissioner Onboarding Policy <br />• Land Use Application Checklist <br /> <br />As the Council considers the application review process, staff did consult with the City Attorney <br />on whether or not an application review could be halted by city staff if it is later determined <br />during the plan evaluation that additional information is necessary and/or requested. When a <br />land use application is submitted, staff will look over the materials to determine the <br />completeness based on the requirements as outlined in Appendix A of the Zoning Code which <br />describes the plans required as well as conduct an initial review of code requirements. This <br />determination must be made in the first 15 days from the date of submission. There are instances <br />in preparing the staff report or during the Commission review that there may be additional <br />questions, details missing, and/or inconsistent data that is necessary prior to Council <br />consideration. Staff does work diligently with the Applicant to collect this information, but there <br />are times when the Applicant fails to provide it in a timely manner or requests to move forward <br />without supplying it. In those cases, staff will call this to the Council’s attention in the staff <br />report so you are aware of the status. The City Attorney has advised that staff does not have the <br />authority to stop or pause the processing of an application that has been determined to be <br />complete. The 60-day time limitation for processing of an application would apply. The City <br />Attorney indicated it would be best to have the Council determine whether or not the request of <br />staff and/or the Commission is essential for the Council evaluation either as a basis for an <br />extension (table) or a denial; or could the Council do without and address through conditions <br />added to an approval motion. <br /> <br />Next Steps: <br /> <br />Staff is looking for Council direction and feedback on the attached Planning Commission <br />Checklist and Onboarding Policy. <br /> <br />Budget Impact: <br /> <br />N/A <br /> <br />Attachment <br /> <br />A.
