IMS Infrastructure Management Services Arden Hills Report P a g e | 15 <br />Fair (PCI = 50 to 60) – Thin to Moderate Overlays <br /> <br />Arden View Drive from Royal Hills Drive to Arden Court (GISID 1463, PCI = 58) – Rated in the Fair <br />category, these streets require thin to moderate overlays for asphalt when they enter their need year <br />(generally within 2-3 points of the lower PCI in the defined range). Several distresses are present, but tend <br />to be more localized and moderate in severity, and non -load related (primarily longitudinal and transverse <br />and slight rutting). <br />Asphalt streets rated as Fair tend to receive a lower priority when developing a rehabilitation program. This <br />is because deferring a thin or moderate overlay until a thick overlay represents only a slight increase in <br />rehabilitation costs. The cost of deferral is relatively low when compared to deferring a thick overl ay to a <br />reconstruction with a two to threefold increase in cost.
