Public Works Director / City Engineer <br /> <br />SUBJECT: 2022 Street Maintenance Program – Public Works Costs <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $220,000 $397,276.37 Street Maintenance Fund <br /> <br />Council Should Consider <br /> <br />Motions to approve, table, or deny the following: <br /> <br />• Costs incurred by Public Works large area patching operations in the amount of <br />$143,801 <br />All items need a simple majority for action unless otherwise noted. <br /> <br />Background/Discussion <br /> <br />Attachment A shows the 2022 Street Maintenance Plan which includes preservation activities <br />such as seal coat, fog seal and crack seal that are part of the JPA Coon Rapids program. Arden <br />Hills Public Works performed large area patching within these same areas in preparation for the <br />other preservation activities. <br />When a bituminous pavement is in the advanced stages of deterioration, fatigue cracking and <br />deteriorated joints will begin to form potholes of varying sizes. If the roadway is not <br />programmed for rehabilitation soon after these distresses occur, an interim solution is needed. <br />The large area patching is essentially a thin mill and overlay of the existing pavement by 1 to 2 <br />inches in depth in deteriorated areas. For best results, the distressed areas are milled out prior to <br />patching to create a neat, rectangular patch. Then loose material is removed and a tack coat is <br />applied to the distressed area to facilitate bonding with the patch material. The overall purpose of
