qW <br /> =UTES OF MM ARDEN MMLS PARKS & RDCREATICN OQMMIT EE <br /> TUESDAY, NOVIIMBER 26, 1991, 7:30 P.M., CITY HALL <br /> CALL TO CRDER The regular meeting of the Arden Hills Parks and Recreation <br /> Ccmission was called to order at 7:35 P.M. by Chairman David <br /> Sand. Chairman Sand welcomed Dale Hicks and introduced him to the committee. <br /> ROLL CALL, Present: Chair Sand, Mark Cabin, Mark Magers, Don Messerly, <br /> David Moberg, Alan Montgomery, and Megan Ricke. Absent: Mary <br /> Gillies, Keith Enrooth. Also Present: Wynridge Residence; Bob Vissers - 1258 <br /> Wynridge Dr. - 636-8196; Kurt Stein - 1244 Wynridge Dr. - 636-9540; Perry Mills - <br /> 1288 Wynridge Dr. - 636-3410; Chatham resident; James Nichols - 3715 Chatham Court, <br /> Dale Hicks, Council Liaison, Cynthia Severtson, and John Buckley. <br /> APPROVAL CIF Minutes of the September 24, 1991, meeting. Minutes were <br /> M3NUTES approved as mailed. <br /> REVIEW 1992 Parks Director Buckley welcomed the Wynridge residence. Buckley <br /> TRAIL reviewed the total present and future trail plans with the <br /> IMPROVEMENTS committee and residents. Items covered were: Ramsey County <br /> present and future trails, Arden Hills trails, natural surface <br /> trails, asphalt trails, increase in trail usage due to paving, and reason for paving <br /> trail connecting Cumming and Floral. <br /> Citizen concerns are: Identify location of 50 foot trail easement in relation to <br /> Liver Snap and residential properties, identify where paved trail would be located <br /> on easement, reason for moving trail off Liver Snap property, loss of privacy and <br /> possible increase in trail usage, placement of natural barrier (trees/shrubs) along <br /> • the northern boundary separating trail easement from residential properties, how <br /> will the trail improvement be financed, need for identifying trail access corridor <br /> off Wynridge Drive cul-de-sac - trail users are cutting through private property. <br /> Some of the residents could not be at this meeting because of Thanksgiving plans. <br /> C=littee will invite residents to their January 28, 1992, meeting to continue the <br /> trail discussion. <br /> CHATHAM committee members received letters dating, September 11, 1991, <br /> RESIDENT, from Dick Cieminski , Arden Hills Cominity Service Officer and <br /> JAMS NICKS October 2, 1991, from James Nichols with the November agenda to <br /> prepare to discuss Mr. Nichols' request to purchase public open <br /> space Prey. <br /> Mr. Nichols stated that he was misled by Ban Con Developers on the size of his lot <br /> purchased in 1978. Over the years, he has planted trees, sodded and seeded and <br /> placed utility sheds and garden on Chatham open space property. He would like to <br /> resolve this situation by purchasing property from the City. <br /> The Committee expressed their sympathy with Mr. Nichols' situation but would not <br /> reocamiend selling park property; it is the purchaser's responsibility to know the <br /> dimensions of property being purchased (buyer beware) , this proposed purchase does <br /> not benefit the public, this proposed purchase would set a precedence for other <br /> similar requests, and this proposed purchase would eliminate access to open space <br /> property from lot on Chatham Avenue. <br /> Chairman Sand moved and seconded by Megan Ricke for the Ccumittee to recommend <br /> Council deny Mr. Nichols' request to purchase open space property. Motion carried <br /> 6 yes, 1 no. <br />
