PROPOSED WHITE BEAR COaD9UNITY FOUNDATION <br /> December 1980 <br /> Due to present economic conditions, recreation: and community services have been <br /> • slowed by inflation. <br /> We have a money squeeze and we have budget cuts. <br /> There is an increased demand for leisure programs and facilities. <br /> We have a definite need for new sources of financial help. <br /> We are going to need increased commitment by private citizens and business <br /> towards recreation and community service projects and programs. <br /> We must urge responsible business interests and community leaders to actively <br /> support both vocally and monetarily the creation of recreation developments and <br /> the improvement of the quality and quanity of leisure opportunities, programs <br /> and projects. <br /> To meet community needs I propose the formation of the White Bear Community <br /> Foundation. <br /> The purposes of the White Bear Community Foundation are to stimulate public. <br /> support, understanding, and use of the recreation and community services program; <br /> to encourage, receive, and expend donations, endowments and bequests to the Waite <br /> Bear Community Foundation for the betterment, expansion and support of the recre- <br /> ation and community services programs of the White Bear Lake area in developing <br /> recreation and -community service programs and facilities for the community. An <br /> additional function of the Foundation is to sponsor special activities or events <br /> • of benefit to the recreation and community services program and the community. <br /> The Foundation does not make policy for the recreation and community services pro- <br /> gram nor will it attempt to influence policy. <br /> What is needed from this point? <br /> 1. Approval of IThite Bear Lake School Board for M. C. Korfhage to <br /> pursue the establishment of the White Bear Community Foundation. <br /> 2. Use of the Community Services Advisory Council, who has unani- <br /> mously adopted this idea, to help establish the base for the <br /> Foundation. <br /> A. Development of constitution and by-laws. <br /> B. Obtaining a State of Minnesota non profit corporation certi- <br /> ficate required for community foundations. <br /> C. Selection of competent and knowledgeable people for a board <br /> of directors or trustees. <br /> D. Publicize the Community Foundation. <br /> The real value of a community program is citizen participation. No one likes to <br /> pay tares, but many people do like to make charitable contributions, the benefits <br /> of which are visible to them. Providing opportunities for private giving to public <br /> • programs is a positive way to involve citizens in the activities of the community. <br /> M. C.
