City Height Code Language Other Code Language <br />Shoreview Minimum 4 ft <br />All pools shall be enclosed with fencing at least four feet high, but not exceeding <br />six feet high to prevent uncontrolled entrance of all persons. Such fence shall <br />have self-closing and self-latching gates with provisions for locking and shall be <br />completely installed prior to the filling of the pool. <br />Roseville Minimum 4 ft <br />For swimming pools, the pool itself, the rear yard, or the entire property shall be <br />enclosed by a non-climbable wall, fence, or combination thereof at least 4 feet <br />in height with ventilating slats with openings not exceeding 4 inches, with a self- <br />closing gate with a latch and located on the inside, 3 inches below the top of <br />fence and capable of being secured with a lock so as to prevent uncontrolled <br />access by children. If the only access is through a principal or accessory <br />structure, such point of access shall be lockable. In the case of above-ground <br />pools, pool sides that are vertical may contribute to the required fencing, <br />provided all points of access are controlled to prevent access by children, <br />including the removal of all ladders or stairs whenever the pool is not in use (or <br />compliance with a nationally recognized pool safety standard). <br />For Multifamily Dwellings: The pool area shall be adequately fenced to prevent <br />uncontrolled access from the street or adjacent property. Adequate screening, <br />including, but not limited to, landscaping shall be placed between the pool area <br />and adjacent single-family district lot lines. <br />Other: Portable pools shall not be located within 5 feet of any side or rear lot <br />line, or within any required front yard. Such pools may be equipped with a child <br />resistant cover in lieu of a 4 foot tall fence. Any ladder or other means of entry <br />into a portable pool shall be detachable and placed so that no child can gain <br />entry into the pool without the owner’s consent. Portable pools shall not be in <br />place longer than 6 months in a calendar year. <br />Little Canada Minimum 4 ft <br />The pool, spa or hot tub, the rear yard or the entire property shall be enclosed <br />by a wall or fence or combination thereof which is at least 4 feet tall with a self- <br />closing gate capable of being secured with a lock so as to prevent uncontrolled <br />access by children from the street or adjacent properties. A cover capable of <br />being locked but not easily penetrated when the subject is not in use may be <br />substituted for fencing. <br />Required fencing shall be of durable wood, masonry or metal, and shall be so <br />designed as to discourage climbing. Building walls may contribute to enclosure <br />requirements. <br />In the case of above-ground pools, spas or hot tubs, sides that are vertical or <br />slanted outward may contribute to required fencing, provided that all points of <br />access are controlled to prevent access by children, including the removal of all <br />ladders and/or stairs whenever the pool is not in use. A cover capable of being <br />locked but not easily penetrated when the subject is not in use may be <br />substituted for fencing. <br />St. Anthony Minimum 6 ft <br />(1) Safeguards shall include a fence at least six (6) feet in height, unless <br />exempted per Section 150.53(C). <br />(2) Openings in the barrier (i.e.: spaces between fence pickets, railing balusters, <br />etc.) shall not allow passage of a four (4) inch sphere. <br />(3) All fence openings or points of entry into the enclosure area shall be <br />equipped with a gate, and all gates must be equipped with self-closing and self- <br />latching devices placed so as to be inaccessible to small children. The gates shall <br />be locked at all times when the pool, hot tub, or spa is not in direct use. <br />Exemptions: <br />(1) Spas or hot tubs with a safety cover which comply with ASTM F1346 (per <br />Section 303 of the International Property Maintenance Code (2018). <br />(2) Above ground pools with sides or attached fences which are four (4) feet in <br />height around the entire circumference, insurmountable, with an access ladder <br />or steps capable of being secured, locked, removed, or otherwise protected to <br />prevent access, shall require a fence of no less than four (4) feet in height, while <br />meeting all other safety fence requirements.
