C. OBJECTIVES: (continued)
• 3. Maximize the exposure to the Community's natural amenities--
lakes , woods , interestin(; topography, and parks.
4. Preserve and enhance desirable views and vistas.
5. Identify and enhance major entrances to the City.
6. Provide for the safe and efficient movement of automobile
traffic.
7 . Provide safe movement of bicycles and pedestrians in an
attractive environment, preferably separated from auto-
mobiles.
D. CRITERIA FOR SELECTION OF CANDIDATE ROUTES:
1. Utilize existing streets .
2. telect routes with adequate right-of-way width to allow
for design flexibility.
3. Select routes which have "inter-neighborhood" signifi-
cance.
4. Select routes which provide access and exposure to
• existing natural amenities.
E. CANDIDATE PARKWAY ROUTES :
Based upon the preceding selection criteria , the routes shown
on Exhibit 1 were identified as candidate parkway routes . Of
these routes , all except the segment of Hamline Avenue from
County Road F to Highway 96 are under Ramsey County' s juris-
diction.
F. FACTORS AFFECTING PARKWAY DEVELOPMENT:
1. Ramsey County has no specific cross-sectional standards
for County roads . However, since all County roads in
Arden Hills are financed with the State Aid funds , these
roads must meet Minnesota Department of Transportation
standards for such facilities.
If the projected traffic volumes on a route are less than
8,000 trips per day, the following Mn/DOT standards
apply:
44 feet if parking is provided on both sides of
street
36 feet if parking is provided on only one side
of street
32 feet if no on-street parking is provided
•
-2-
