F. FACTORS AFFECTING PARKWAY DEVELOPMENT: (continued) <br /> • 7. The County will construct, when funding is available, <br /> bike paths along designated routes . These paths may be <br /> contiguous to the driving lanes or separated if right-of- <br /> way width permits . If paths are separated from the <br /> roadway, however, they become the responsibility of the <br /> City after construction. <br /> 8. No major improvement or reconstruction of County roads in <br /> Arden Hills is included in the current 5-year Capital <br /> Improvement Program of Ramsey County. Future improve- <br /> ments will be considered when updating the CIP if the <br /> City makes a specific request. <br /> G. ANALYSIS OF CANDIDATE ROUTES: <br /> 1. Exposure to natural amenities. Since a major purpose of <br /> a parkway system is to provide an interesting , aesthetic <br /> driving experience, it is obvious that parkway routes <br /> s�h ould provide exposure to natural amenities , including <br /> lakes, parks and other significant open space, wooded <br /> areas, and interesting topography. (See Exhibit 2) <br /> 2. Traffic volumes . Traffic volume is an important factor <br /> because it will dictate the cross-sectional width of the <br /> roadway. If projected volumes exceed 8,000 ADT, a wider <br /> roadway would be required. The following table indicates <br /> the right-of-way widths and 1982 ADT volumes for candi- <br /> date routes.
