F. FACTORS AFFECTING PARKWAY DEVELOPMENT: (continued) <br /> I. (continued) • <br /> If projected volumes on a route exceed 8,000 trips per <br /> day, the standards increase to a range of 48 feet to 52 <br /> feet in width. <br /> (See Paragraph G.2 for right-of-way widths and traffic <br /> volumes on candidate routes. ) <br /> 2. If the preceding standards are satisfied, some design <br /> flexibility may be permitted. However, if significant <br /> design modifications increase the cost of construction , <br /> the City would be responsible for additional costs. <br /> 3. The Ransey County Department of Public Works restricts <br /> landscaping within the rights-of-way of County roads. <br /> Landscaping (berms, trees , shrubs) which encroaches upon <br /> the rights-of-way must be reviewed and may be approved by <br /> 'the County. However, it is a general policy that no <br /> landscaping be provided within the right-of-way; it must <br /> be installed behind the right-of-way line. <br /> 4. Theoretically, commercial traffic could be restricted on <br /> some segments of the County State Aid roads if they are <br /> designated as parkways . However, if commercial traffic • <br /> is restricted, the maintenance and reconstruction needs <br /> will be reduced, and the amount of State Aid funds re- <br /> ceived will be reduced accordingly. Since the County has <br /> an established allotment of CSAH mileage, it is their <br /> desire to maximize generation of State Aid funds for all <br /> designated mileage. Therefore, restriction of commercial <br /> traffic on segments of existing CSAH routes might cause <br /> the County 'to remove those segments from the CSAH system <br /> and designate some other non-restricted road elsewhere in <br /> the County for State Aid. <br /> 5. If a segment of road looses its State Aid designation, it <br /> remains under County jurisdiction, but without State Aid <br /> funds. Any costs of reconstruction must then be borne by <br /> (a) special County appropriations from general revenue <br /> sources , (b) assessment to adjacent property owners , (c) <br /> City funds , or (d) a combination thereof. <br /> 6. No funding sources for 17inancing landscaping along County- <br /> State Aid Highways are currently available to either the <br /> County or the City. Landscaping costs , except those <br /> associated with restoration after construction, are not <br /> included as a project cost for County road construction. <br /> If additional landscaping is to be accomplished, it will <br /> be the City' s responsibility. <br /> • <br /> -3- <br />
