PARKWAY SYSTEM FEASIBILITY REPORT <br /> City of Arden Hills , Minnesota • <br /> A. ASSIGNMENT: <br /> In July, 1984, the City Council authorized the study of the <br /> concept and feasibility of a parkway system for Arden Hills <br /> for implementation as part of the Transportation Plan of the <br /> City. The study was to include the following activities : <br /> 1. Establish basic goals and objectives of the parkway <br /> system. <br /> 2. Identify potential parkway routes. <br /> 3. Establish typical "cross section" of parkway road and <br /> right-of-way requirements. <br /> 4. Evaluate the existing streets , rights-of-way, and ad- <br /> jacent development of potential parkway routes to de- <br /> 4termine the physical and financial feasibility of parkway <br /> construction. <br /> 5. Discuss possible parkway development with County Traffic <br /> Engineer and City Engineer. <br /> 6. Prepare planning graphics for discussion purposes (po- • <br /> tential routes , typical cross-section, problem areas) . <br /> 7. Summarize findings and recommendations in brief report to <br /> City Council . <br /> B. GOAL : <br /> Development of a- City-wide parkway system in Arden Hills <br /> which, in addition to serving basic transportation needs , <br /> provides a pleasant environment for travel , offers exposure to <br /> natural amenities , and enhances the visual image of the <br /> Community. <br /> C. OBJECTIVES : <br /> 1 . Establish a parkway system which will connect the various <br /> neighborhoods and segments of the Community. <br /> 2. Improve the visual image of the parkway route by: <br /> a. improving the definition of roadways and parking <br /> areas; <br /> b. redesigning cross-section of roadway, if feasible; <br /> C. eliminating excess paved areas ; <br /> d. screening objectional facilities and views ; <br /> e. eliminating overhead utilities ; and <br /> f. intensely landscaping boulevard areas along the <br /> roadway. <br /> -i- <br />
